      Title Code: Specialist: Family Outreach Infant & Toddler Program (ITP) JOB SUMMARY Provides a variety of family support services to parents of young children with disabilities. This includes individual and group counseling, assistance with locating community and health-related resources, parent-to-parent linkages, crisis intervention and related services. Provides information and referral to individuals and organizations seeking information about early intervention services. Works with individuals and organizations within the school system as well as other public, nonprofit and private child-serving agencies. Additional Work Days/Hours Based on the assignment, the following additional work days and/or hours may be required as needed: Evenings/Nights Weekends ESSENTIAL DUTIES/RESPONSIBILITIES Provides family support and counseling to an average monthly caseload of 25 parents and family members experiencing stress as a result of having young children with disabilities. Provides information to families on a range of topics – community preschools, scholarships for community-based preschools, parent to parent hook ups, etc. Conducts support groups for families on a variety of topics related to disabilities; periodically conduct the “Positive Solutions for Families – Addressing Challenging Behaviors” four session workshop. Assesses family needs, prioritizes critical areas of concern and links families to resources. Provides emergency services to families as needed. This can include but is not limited to accessing food, housing services, avoiding power cutoffs or evictions, helping to navigate health care resources, linking families to the Exceptional Family Member Program or Department of Social Services. Develops and strengthens relationships with representatives of public and private child-serving agencies throughout the county. Supports families in 1:1 or group settings as they transition from Part C to Part B [this will be modified with the advent of the IFSP extension]. Updates the ITP website with information about services for families. Serve as liaison from ITP to MSDE for family support services training; attends service coordination meetings Performs other related duties as assigned within the same classification or lower. Education Bachelor's Degree in education, counseling, social work, family studies, or psychology from a regionally accredited college or university required. Experience Three (3) years experience in a counseling capacity, preferred, some teaching experience may be accepted in lieu of counseling experience required. Knowledge, Skills, Abilities and Other Characteristics Knowledge of public school organization, instruction, professional development, and school and community resources. Excellent facilitation skills. Strong leadership, problem-solving, human relations, consulting, advisory and organizational skills. Knowledge of current training and professional development methods and techniques. Ability to develop effective working relationships with school-based and central office staff; Ability to communicate effectively, both verbally and in written form. Job requires direct in-person provision of service, therefore punctual, regular and predictable attendance is essential.. Demonstrated ability to effectively work and communicate with diverse populations. Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, and/or PowerPoint preferred). Licenses and Certifications Employee must retain active licenses, certifications, and enrollment as a condition of employment. Hold or be eligible for Driver's License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and Daily access to reliable transportation. Driving Requirements Driving is required to conduct bona fide Board business that is within the scope of employment in this position.
