      Job Summary

      Reporting to the Manager, Insurance & Risk Management and specializing in the field of risk management and insurance, this position will coordinate insurance coverage for all City of Mississauga assets and liabilities, limit liability through effective risk management, and develop and implement risk management policies and procedures. This position includes risk identification and mitigation strategies, risk financing, claims, contract negotiation and drafting, insurance policy management, risk presentations and education, and working collaboratively with City departments, external vendors and the public, to protect and manage the City’s interests.


      Our hybrid work model will allow you to work remotely, except as required to attend our offices at 300 City Centre Drive, Mississauga, L5B 3C1 for in-person meetings to satisfy business needs and as required.

      Duties and Responsibilities

      Risk Management Services
      •Review and provide advice in the negotiation and drafting of contracts, leases, procurement documents and other agreements to analyze the scope of the work or arrangement and the relationship between the parties in order to provide risk financing recommendations
      •Provide advice to management and staff on risk management issues and trends, and maintain an awareness of legislative changes, court decision and other concerns which may impact municipal operations and associated risks
      •Identify and evaluate actual and potential risk exposures and recommend corrective action to staff at all levels, including senior management
      •Develop, coordinate, and present various Risk Management and Loss Control seminars/training programs to other divisions; promote progressive risk management objectives, principles, and techniques throughout the City
      •Research, develop, and implement appropriate risk management policies and procedures, guidelines, training materials, and related documents, and assist in implementing strategies to identify, prevent, mitigate, measure and finance all exposures to loss
      •Communicate, develop and enforce Risk Management policies and procedures. Assist in drafting and preparation of outgoing correspondence, Business Cases and Corporate Reports
      •Review and provide comments on Corporate Policies drafted by client departments, with a focus on effective risk management language
      •Represent the Risk Management Section in Special and LEAN Projects throughout the Corporation, providing risk oversight to the various projects
      •Work with Coordinator, Insurance Claims to prepare financial reporting relating to claim expenses incurred, as well as all statistical claim reporting
      •Assist in the analysis of insurance and claims financial reporting to City’s Insurance Broker and internally to LT


      Insurance Program
      •Manage the City’s corporate insurance policy coverage and renewals, including, valuation, appraisals, and oversight of various special insurance programs
      •Liaise with City’s insurance broker to coordinate risk control projects and activities, while maintaining these activities within the annual risk control budget allocated to our insurance broker
      •Liaise with all departments to determine required insurance coverage; advise insurance brokers/providers of additions, deletions, or other changes in a timely manner
      •Primarily responsible for managing and administering the City’s Affiliate Group Insurance and Facility User Insurance programs, liaising with various internal and external stakeholders to ensure program efficiency, compliance and optimization
      •Oversee the development, implementation and administration of the section’s certificate of insurance tracking and approval process, providing leadership in its application and exercising sound technical knowledge and tact in approving certificates and resolving challenges


      Business Support
      •Assist and support the Risk Manager and the section in the development and updating of the section’s policies, procedures and budget
      •Manage procurement processes and assist in drafting procurement documents to obtain software and third party vendors, including insurance brokers, claims adjusting firms and other professional services, as required by Risk Management Section, acting as Contract Manager
      •Assist the Coordinator, Insurance Claims with the administration of the Risk Management Information System (RMIS) and other IT related systems used in the support of the Risk Management Section
      •Perform other duties as assigned

      Skills and Qualifications

      • Post secondary education, either university or college in relevant field of study.
      • Industry certifications such as a Chartered Insurance Professional (CIP) Designation, and a Canadian Risk Management Designation or a RIMS-Certified Risk Management Professional (RIMS-CRMP) designation required
      • 7+ years risk, insurance and/or claims experience, preferably in a municipal or public sector environment.
      • A sound understanding of insurance law and municipal insurance policies along with a good understanding of the Highway Traffic Act, Municipal Act, Occupier’s Liability Act, Insurance Act and Ontario Automobile Legislation, and MFIPPA.
      • Excellent analytical, problem solving, and interpersonal, oral and written communication skills
      • Ability to work independently, as well as collaboratively, in a collegial team environment
      • Effective time management skills, including the ability to balance competing priorities and work within tight deadlines
      • Proficient in the use of Microsoft Word, Excel, PowerPoint and Outlook

      Hourly Rate/Salary: $ 85,155.00 - $ 113,541.00
