- Provide guidance in procurement activities for various departments across the County, including tracking and recording contracts and conducting informal procurements.
- Review department procurements to ensure all purchasing and procurement activities are compliant with County policies and procedures and related legal requirements, and procurements over $25k are reviewed.
- Serves as an internal expert regarding purchasing and procurement activities.
- Help ensure that financial processes and procedures run smoothly across the County, including accounting, invoicing, submitting payments, processing payroll, and regular financial reporting, among other duties. Assist payroll supervisor with processing employee timesheets, processing payroll, employee training, and payroll reporting.
- Conducts complex special research and analysis projects; summarizes data and generates reports.
- Prepare, read, analyze and interpret policy documents.
- Customer service standards and protocols.
- A general knowledge of accounting and bookkeeping principles and methods.
- Principles of record keeping and records management.
- Performing a variety of complex accounting functions to support County operations, depending on area of assignment.
- Maintaining accurate electronic records, and identifying and reconciling errors.
- Establishing and maintaining effective working relationships with co-workers, other County employees, and representatives from other regional and federal agencies.
- Effective verbal and written communication.
- Associate’s degree in Accounting or related field;
- AND four (4) years of financial accounting experience;
- OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the job.
- Finance accounting experience with municipality.

ABOUT THE JOBThe Purchasing Coordinator/Senior Accounting Technician is responsible for supporting procurement and financial operations of Deschutes County. Key duties include review of requisitions, purchase orders, invoices, and contracts; vendor entry and maintenance; payroll timesheet review; and purchase card administration. Duties will also include providing support to multiple departments focused on execution of purchasing and procurement tasks.
The position reports directly to the Procurement Manager and will work in conjunction with the Accounting team in Finance which consists of two Senior Accounting Technicians, two Accountants, one Payroll Coordinator, and one Payroll Supervisor under the direction of the Controller and CFO.
The Purchasing Coordinator/Senior Accounting Technician should have impeccable dependability and be receptive to collaborative feedback from coworkers. An ideal candidate is process-oriented with a strong customer service and team-driven attitude. The ability to communicate clearly about challenges, competing deadlines, and priorities is essential. We seek candidates who are highly adaptable to changing priorities and interruptions to workflow. The successful candidate will be detail-oriented and adept at multitasking. Deschutes County has a small staff, requiring each of us to take on a wide range of responsibilities. As a result, flexibility and excellent communication skills are crucial in this role.
Typical schedule is Monday through Friday, 8am to 5pm.
This position is located in Deschutes County and may be eligible for hybrid/in-office remote work as allowed by policy and approved by the supervisor. The accounting team currently works remotely ONLY on Mondays.
