      POSITION PURPOSE:

      Under general direction performs professional work in areas such as talent management, employee relations, workforce development, benefits and leave administration. Researches, analyzes, evaluates, and assists in administrating the Authority’s benefits plans and programs. Monitors benefit trends in the business environment and stays current on applicable benefits legislation. Involves administering Human Resources policies, programs, and practices: including planning, organizing, developing, implementing, and coordinating programs to ensure cultural and fiduciary appropriateness for the Authority. Responsible for administering leave management for the authority and the administration and coordination of all Human Resources sponsored events. Responsible for various reporting and analysis of data, administers approved personnel policies; and performs a variety of complex administrative support tasks.

      ESSENTIAL JOB FUNCTIONS:

      Workforce Development/Talent Management

      • Partners with Director Human Resources, Hiring Leaders, and key stakeholders to develop recruitment strategies, understand position requirements, set expectations, and maintain communications throughout the talent acquisition process.
      • Reviews and analyze current methodologies, workflow, and procedures to improve the efficiency of the Recruitment and HR workforce planning.
      • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and works cooperatively and jointly to provide exceptional HR support.
      • Responsible for developing, reviewing and revising Job Aides and Departmental Standard Operations Procedures.
      • Conducts job evaluations by compiling and analyzing market data, conducting salary surveys to recommend the appropriate job title, salary level, comparable character, and FLSA status; finalize and/or revise job descriptions and communicate results to managers and employees. Ensures results comply with state and federal law and collective bargaining agreements. Conducts job audits of individual or group positions as appropriate.
      • Assists in developing and/or revising compensation policies, standards and procedures, salary structures, merit increase budgets in compliance with state and federal law, market practices, and collective bargaining agreements.
      • Conducts data and cost analyses to be used in employee negotiations and collective bargaining agreements.
      • Assist in developing and administering the agency’s pay equity program including the predicted compensation model. Ensure model complies with the Pay Equity regulations.
      • Assists with the administration of performance appraisal process, training of management of process and troubleshoot performance appraisal system issues

      Employee Relations

      • Utilizes reporting tools to extract, consolidate and gather data to generate reports from ATS and HRIS systems for key metrics and analyses, such as FTE, attrition, and turnover reports.
      • Maintains companywide systems and employment records related to new hires actions, transfers, promotions, step increases, title changes, terminations and all other employee changes in HCMS system, to include HR Data Base, FRS, Cloud Badging, and Organizational Chart.
      • Conducts workforce-planning initiatives by conducting supply, demand, GAP and solution analyses.
      • Tracks, analyzes and utilizes human resources metrics in support of workplace planning initiatives.
      • Assists in the review and analyses of current methodologies, workflow, and procedures to improve the efficiency of the HR workforce-planning unit.
      • Manages, tracks, and monitors employee probationary periods.
      • Prepares presentation materials for use by others, editing content and adding appropriate graphic and design elements. Prepares report of monthly Human Resources information for Board of Directors.
      • Participates in the coordination of internal and external events such as job fairs, benefits annual enrollment, wellness fairs, and HART wellness initiatives as needed. Coordinates participation in voluntary HART events.

      Benefits and Leave

      • Implements and facilitates the Authority’s various leave plans and procedures while ensuring compliance to all Company, Local, State, and Federal guidelines. Includes position’s primary area of responsibility, which is the administration of the Authority’s FMLA program. Analyzes, updates, and tracks FMLA information as required.
      • Coordinate the leave of absence programs (FMLA and Non-FMLA) with appropriate departments and maintains necessary records. Work closely with medical providers on return-to-work physical requirements for employees. Work closely with benefits and payroll personnel on various leaves of absence and maintains records for accurate payments. Collect insurance premiums from employees and retirees on various leaves of absence and maintain records for accurate payments.
      • Facilitates Authority’s Wellness Program. Provide individual support and counseling in general wellness and nutrition. Tracks attendance, participation, or performance data related to wellness events.
      • Facilitates and coordinate health screenings such as flu shots, biometric screenings, mammograms, etc., wellness classes such as physical activity, nutrition seminars, chronic condition educational seminars, financial seminars, mental health seminars, etc.
      • Research and provide benefit marketing campaign data to promote a healthy lifestyle or participation in fitness and wellness programs. Conduct surveys to determine interest in, or satisfaction with, wellness and fitness programs, events, or services.
      • Administer tuition reimbursement program.
      • Partner with subject matter expert and employees to facilitate the Florida Retirement System; prepare internal procedures for retiring employees including proper paperwork, notifications to departments, and coordinate retiree activities.

      Project Management

      • Serves from time to time as Project Manager or project team member on a variety of subject matter expertise organizational projects or stretch assignments as assigned by the Portfolio Steering Committee (PSC) of the agency Project Management Office (PMO). These assignments will implement broad strategic and organizational agency goals.

      MARGINAL FUNCTIONS:

      • Performs other work-related duties as assigned.

      REQUIREMENTS:

      Education and Experience:

      • Bachelor’s degree in business administration, Human Resource Administration, Public Administration, or a related field; or combination of some college and years of experience.
      • (7) seven years of progressive related field experience in human resources, with a focus on employee relations, recruitment, compensation, FMLA, Workers Compensation, Benefits and Payroll.
      • Administrator experience with HRIS systems (ADP preferred), to include applicant tracking systems (ATS) & implementation experience a plus.
      • (3) three years supervisory experience.

      Machines, Tools, & Equipment Used:

      • Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or accounting purposes.

      Licenses/Certifications:

      • Valid Florida Driver’s License or be able to obtain one within in 10 days of hire or moving to the State of Florida.
      • SHRM-CP, PHR and/or Certified Compensation Professional (CCP) preferred.

      QUALIFICATIONS:

      Knowledge, Skills and Abilities:

      • Extensive knowledge of quantitative and qualitative research methods.
      • Demonstrated ability to analyze and identify organizational development needs and recommend programmatic solutions that are “best practices” and are culturally appropriate for the Authority.
      • Ability to work in collaboration with management while implementing best HR workforce planning practices.
      • Exceptional PC skills working with Microsoft Outlook, Word, Excel, Power Point, Visio, and Publisher, and the Internet and Adobe. Excellent verbal and written skills.
      • Experience with administration of SQL/Microsoft Access databases preferred.
      • Technical /reporting experience and HRIS administration experience.
      • Knowledge of federal, state and local laws regulating HR practices and of proper investigative practices including interviewing, documenting and tracking complaints, and testifying in court.
      • Ability to perform work that involves high level issues, processes, or organizational needs that impact the community at large, most of the staff, or both.

      Physical Demands/Work Environment:

      • Work is performed in a standard office environment. Incumbent may sometime be located in an outdoor, street, community, or shop environment.
      • Ability to hear, see, speak, and perceive color, depth and texture.
      • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
      • May be exposed to potentially intimidating and/or unreceptive members of the public; may occasionally be exposed to extreme noise and physical harm or fumes and airborne particle.
