Install, remove, modify, and maintain copper and fiber-optic cable in ISP and OSP environments, including conduit, raceways, vaults, and communications closets.

Perform cable pulling, termination, splicing, and dressing for twisted-pair and fiber-optic systems (single-mode and multi-mode).

Support and maintain Base Distribution Systems, including IDFs, MDFs, and Communications Closets across all supported facilities.

Conduct cable testing, fault isolation, and fiber repair using TDR, OTDR, power meters, and other diagnostic equipment.

Perform thorough inspections and correct infrastructure faults related to physical layer connectivity in both buried and building cable routes.

Maintain and document accurate records of OSP/ISP infrastructure using industry-standard practices and tools.

Work with engineering teams to ensure compliance with DoD, TIA/EIA, BICSI, and local installation standards.

Coordinate and support commercial vendor service deliveries, including last-mile provisioning from Point of Presence (POP) to the end-user destination.

Act as a liaison for resolving delivery issues or outages between telecom carriers and internal network teams.

Perform site surveys, plan cable routes, assess job requirements, and ensure safety compliance during all phases of work.

Travel locally between buildings (Los Angeles AFB, Fort MacArthur, Aerospace) to execute work orders as needed.

Minimum 8+ years of experience in OSP/ISP installation, maintenance, and field service.

Proficiency in copper and fiber infrastructure, including installation standards and fusion splicing.

Strong knowledge of base distribution systems, telecom closets, and telecommunications codes and standards.

Experience with cable locators, TDR, OTDR, fusion splicers, and certification tools.

Proven ability to read and interpret blueprints, schematics, site plans, and engineering drawings.

Experience supporting commercial service turn-ups and POP delivery coordination.

Active DoD Secret Clearance required.

Valid driver's license with ability to travel locally across supported sites.

BICSI Certification (e.g., Technician, RCDD) highly desirable.

OSHA 10/30 certification or equivalent safety training.

Previous experience supporting government or military telecommunications infrastructure.

Familiarity with ServiceNow, Remedy, or similar ticketing systems.

Overview
Vision IT is seeking a Senior Inside Plant (ISP) / Outside Plant (OSP) Technician to lead installation, maintenance, and repair of voice and data communications infrastructure at Los Angeles Air Force Base and surrounding locations, including Fort MacArthur, Aerospace, and affiliated buildings. This senior-level Field Technician will be responsible for both underground (OSP) and in-building (ISP) telecommunications cabling systems, supporting mission-critical services for government clients. This position requires deep knowledge of structured cabling standards, fiber optics, splicing, testing, and documentation.
