- Sources and procures specialized goods and services.
- Owns contractual management for the supplier.
- Responsible for source selection from contract proposal to execution phases. Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users.
- Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
- Ability to analyze and evaluate subcontractor proposals, negotiate deviations from work statements, schedule, and/or terms and conditions, while working closely with the Program Management team.
- Provide subcontractor pricing, deviations from scope and/or terms and conditions, comprehensive cost analysis and justifications, and technical data assertions to the Contracts group during the proposal preparation phase.
- In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules. Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
- Successful candidate will negotiate and write formal/compliant major subcontract awards, processes internal justifications, and document files in preparation for internal and external audits.
- Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
- Employs sound business practices and assesses supplier performance as part of follow-up activities.
- Reviews and approves supplier payment as needed.
- Preparation Non-Disclosure Agreements, Teaming Agreements, and Memorandums of Agreement and Pricing Agreements.
- Bachelor’s Degree and 10+ years of supply chain, procurement, business management and/or related experience; OR 8+ years of supply chain, procurement, business management and/or related with a Master’s Degree
- Strong verbal and written communication skills
- Demonstrated leadership, critical thinking and innovative behaviors in past projects, roles or experiences
- Proficiency in MS Office suite
- Professional experience in a regulated industry; to include Aerospace & Defense, Insurance, Financial Services, Telecommunications
- SAP experience
- Knowledge of FAR/DFARS
- Demonstrated experience with multiple contracting formats, including Firm Fixed Price and/or Cost Reimbursable
- Familiarity with terms and conditions, and/or special contract clauses/types such as: long term agreements and intellectual property agreements
- Demonstrated negotiation experience

The successful applicant will become a part of Northrop Grumman’s Land and Maritime Sensor Business Unit within the Mission Systems Sector. Responsibilities will encompass the full range of the subcontract acquisition process including preparation and execution of a mixed portfolio of subcontracts while ensuring compliance to company policies and procedures.
The ideal candidate will understand the Buyer and the Seller roles in establishing mutually successful business arrangements, with experiences in work specifications and solicitations/bid packages, proposal evaluation, price and term negotiations, development of contractual documentation and post award administration. Candidates must be able to make sound decisions in a timely manner, display strong interpersonal skills, and have an agile perspective of compliance protocol mandated by regulated industry. The candidate will support a team-based organization and perform activities in a variety of cross-functional areas including but not limited to strategic analysis, complex negotiations, procurement execution/award, finance, and internal customer service. Ideal candidates are generally experienced in one or more areas of the procurement or contractual function(s), developing business relationships, and demonstrating an affinity for working with, or understanding both manufacturing and technology. This position is responsible for executing major procurement activities and providing contractual support and documentation to suppliers in support of proposals and programs. This position may be staffed as hybrid or full time remote position supporting the Linthicum, Maryland site. Onsite travel will be required at the manager's discretion.
