      The Sr. Project Procurement Oversight Manager will support our Federal Government client in Oak Ridge, TN.

      Requirements:

      1.0 Background

      The DOE/NRC Criticality Safety Support for Commercial-Scale HALEU Fuel Cycles and Transport (DNCSH) project is a collaborative effort between the U.S. Department of Energy (DOE) and the Nuclear Regulatory Commission (NRC or “The Commission”), as mandated by the 2020 Energy Act and the Inflation Reduction Act, specifically Part (a)(2)(A) and Part (a)(2)(C)(ii) of Section 2001 “Advanced Nuclear Fuel Availability” of the 2020 Energy Act (Public Law No. 116-260) and the Inflation Reduction Act (H.R. 5376) to support the “availability of HALEU for civilian domestic research, development, demonstration, and commercial use.” UT Battelle’s Oak Ridge National Laboratory (hereafter referred to as Company) is part of the DNCSH management team and the lead laboratory performing project management and technical oversight functions
      for the DNCSH project.

      This project is part of the overarching initiative to facilitate the availability of High-Assay Low-Enriched Uranium for a range of civilian applications, including research, development, and commercial purposes. The project's focus is on establishing new criticality benchmark data for commercial-scale nuclear energy, crucial for the regulation and licensing of facilities handling special nuclear material and the certification of transportation packages for such materials, as outlined in the federal regulations. Additionally, this project will engage activities which support the efficiency and robustness of licensing and criticality safety benchmark development processes, for example in nuclear data improvements.

      2.0 Objectives:
      The lead laboratories will each provide an execution plan and supporting documentation that will cover three project phases: stand-up, execution, and closure. These plans will be “living documents” that will be updated as we gain experience through execution. Execution plans will include cost, schedule, scope, risk, roles and responsibilities, and other documentation necessary to support a systematic implementation of activities to meet the project’s goal of fuel delivery to the lead laboratories.

      The DNCSH management team intends to provide oversight to confirm that the lead laboratories’ execution planning is both reasonable and achievable. To that end, the DNCSH management team will engage an “Oversight Team”. This team will lend focused attention to the planning and management of milestones, long lead items, contracts, Memorandums of Understanding (MoUs), Memorandums of Agreement (MoAs), pinchpoints associated with constrained supply chains for transportation package availability and facility storage cannisters, general project risks, institutional technical readiness, etc.

      This statement of work was developed to enable such an Oversight Team to be engaged to support the successful completion of the fuel procurement by the lead laboratories.
