      As a core member of the Planning Unit within the Office of Planning and Innovation (OPI), the Sr. Public Health Analyst supports the strategic planning and alignment of HCPH programs and services through data-driven and evidence-based approaches. This position will collaborate with Harris County Public Health leadership to recommend and implement policy changes that align with organizational strategic goals and priorities.

      The Sr. Public Health Analyst will analyze and synthesize relevant information from public health literature, policy briefs, key informant interviews, community health assessments, and other public health-related data to develop reports and recommendations for policy improvements.

      Duties and Responsibilities
      • Leads the development and integration of the Community Health Assessment (CHA) and Community Health Improvement Plan (CHIP).
      • Responsible for managing internal stakeholders toward adherence, uptake, integration, and completion of PHAB deliverables.
      • Review existing policies, procedures, programs, and services and provides strategic data-driven suggestions for meaningful and measurable improvements.
      • Responsible for identifying, developing, and implementing equitable, best practice strategies and recommendations for action to inform public health planning efforts.
      • Conducts research, analyzes data, reviews literature, and effectively communicates policy recommendations to leadership.
      • Build, and maintain relationships with internal stakeholders and external partners required for robust community health assessment and community health improvement planning.
      • Holds a portfolio of internal/external planning activities that involve landscape analysis, needs assessment, and strategy development for effective operationalization.
      • Develops well-crafted presentations as needed.
      • Other duties as assigned, including special tasks involved in responding to an emergency event.

      Education
      • Master’s Degree in Public Health, Public Administration, Public Policy, Healthcare, or related field.
      Experience
      • At least three (3) years of experience in public service, public health, public policy, community planning, healthcare or a closely related field.
      Knowledge, Skills & Abilities
      • Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook)
      • Thorough understanding of the principles of public health practice. including health equity and quality improvement principles.
      • Knowledgeable about public health planning and design models, methods, tools, and techniques.
      • Ability to conduct research, identify and understand data, and translate data into information for decision making and recommendations.
      • Ability to organize and work independently on time-sensitive projects.
      • Ability to solve a variety of complex problems in the absence of technical guidelines and when creative thinking is required.
      • Excellent communication skills (verbal & written)
      • Ability to establish and maintain effective working relationships and foster teamwork in a diverse environment

        • Hours may vary based on the business needs of the department or task requirements.
        Work Environment
        • This job operates in a professional office environment.
        • This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
        • This role may require infrequent travel and interaction with the community at public events.
        Physical Demands
        • This is a largely sedentary role; however, some duties would require the ability to lift up to 20 pounds and bending & standing for periods at a time.
