- Serve as central point of contact for contracted health plan operational leaders. This includes providing timely responses to health plan information requests and proactively engaging health plan business leaders for assistance to trouble shoot and solve inter-organizational business interface issues.
- Manage the intake, review and analysis of incoming communications and notifications requesting action to adhere to program requirements, quality performance oversight monitoring reports, or operational protocols for delivery of services to health plan enrolled members.
- Provide mid-level and senior management leaders with an accurate interpretation of Medi-Cal Managed Care contract requirements and a deep understanding of contract service level expectations of DHS delivery system. In addition to providing guidance on how to effectively meet the contractual requirements that pertain to respective business and operational areas of responsibility.
- Research and analyzes protocols, best practices, policy issues, pending legislation, regulations, and makes recommendations to management regarding impact on services.
- Perform agenda setting and meeting facilitation responsibilities to lead business operations meetings, designed to ensure and improve coordination of services.
- Performs special assignments and projects, as directed.
- Communication : Excellent verbal and written communications skills, adept at collaborating with various internal and external stakeholders.
- Analytical & Critical Thinker: Ability to think analytically and critically throughout the entire life cycle of projects, with the ability to engage stakeholders. Understand and respond to stakeholder(s) needs in a rapidly changing environment, while exercising sound judgment.
- Time Management : Strong ability to prioritize tasks and manage deliverables, in addition to meeting deadlines consistently.
- Data and Project Management : Skilled in organizing, maintaining, analyzing, and disseminating data/information to support evidence decision making.
- Adaptability: Ability to learn new and diverse material and adapt quickly based on business needs.
- Compliance in the workplace : Ability to follow work policies and procedures.
- Four years of experience in a staff capacity - analyzing and making recommendations for the solution of problems of organization, program, procedure, budget or personnel -OR- One year of highly responsible administrative or staff experience.
- 1+ years of experience in project management, which includes planning, scheduling, coordinating and monitoring activities and deliverables using a project work plan
- Experience using common project management tools and templates, and familiarity with project management approaches/concepts
- Experience developing a variety of stakeholder materials, including but not limited to data charts/reports, concise PowerPoint slides/stakeholder presentations, and staff training materials/guides
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
- Successfully clear the Live Scan, and health clearance processes with the County of Los Angeles.
- Microsoft Office Suite
- Knowledge of Excel formulas and/or Smartsheet is a plus
Salary Range: $6,806.73 - $9,820.80 Monthly
SUMMARY
The Department of Health Services (DHS), Plan Partnership and Payer Strategies Team is seeking a qualified candidate for a Staff Analyst position. This position is accountable for overseeing our health plan contract(s) and managing the relationship with the health plan on behalf of DHS.

This position is part of a hybrid work environment: At a minimum, 2 days out of the week will be in the office and the other days are remote. This hybrid work environment is at the discretion of the department and management, and it can change.
