      The Broward County Board of County Commissioners Transportation Department is seeking qualified candidates for Staff Engineer in the Rail Division.

      Broward County Transit (BCT), the second largest transit system in Florida is seeking an innovative, and highly qualified Staff Engineer to support the Rail Division's planning, design and construction of rail transit systems and projects. The rail transit elements include train control/signaling system, communications system, traction electrification system (TES), automated fare collection system, light rail vehicles, passenger stations, park-and-ride/transit center facilities, maintenance and service facilities and the Operations and Control Center.

      The successful candidate will possess technical and procedural writing skills, as well as excellent verbal and presentation skills. Intermediate to advanced computer skills (Word, Outlook, Excel, and PowerPoint, ACAD) are preferred. Key responsibilities of the Staff Engineer in the Rail Division are as follows.

      • Organizes workloads, establishes, and adjusts priorities, and accomplishes objectives within established scopes, budgets, and schedules; maintains awareness of new trends and developments in rail related fields; incorporates new developments as appropriate.
      • Attends and participates in professional meetings including project meetings, Safety and Security Review Committee meetings, and change management reviews.
      • Provides updates of the design criteria, standard specifications, standard drawings, and other standards for Broward County Transit (BCT).
      • Develops engineering designs and cost estimates.
      • Develops and implements work plans and schedules.
      • Provides technical analysis and review in support of BCT projects.
      • Coordinates designs with other divisions/departments to assure effective interfaces.
      • Establishes and manages effective internal and external communication and coordination with Broward County departments, consultants, contractors, and member agencies.
      • Establishes and maintains effective working relationships with executive managers, stakeholders, and transit constituencies.
      • Assists with the management and coordination of consultants and contractors.
      • Uses technical and procedural writing skills as well as excellent verbal and presentation skills.

      • May review plans and documentation for compliance with Federal Transit Authority (FTA) standards, Federal Railroad Administration (FRA) standards, American Railway Engineering and Maintenance-of-Way Association (AREMA) standards, laws, codes, regulations, and legal requirements related to public transportation.
      • Performs related work as assigned.

      General Description
      Performs a variety of engineering tasks as an intern.

      Works under general supervision, independently developing work methods and sequences.

      Minimum Education and Experience Requirements
      Requires a Bachelor's degree from an accredited college or university with major coursework in an engineering field related to the area of assignment.

      • Master's Degree or higher with major coursework in Management, Engineering, or field related to area of assignment
      • State of Florida Engineer-in-Training (EIT) Certification
      • OSHA Certification
      • Transit Safety and Security Program (TSSP) Certification
      • Project Management Professional (PMP) Certification
      • Rail Related Certification
      • One or more years of experience with Federal Transit Authority (FTA) standards, Federal Railroad Administration (FRA) standards, or American Railway Engineering and Maintenance-of-Way Association (AREMA) standards
      • One or more years of experience in preparing and reviewing specifications and drawings to ensure compliance with design, licensing, and regulatory standards
      • One or more years experience in rail/transit construction, maintenance, or operations
      • One or more years experience intermediate to advanced skills in related software applications
      • One or more years Project Management, Budget Development, or Engineering Construction plans development experience

      The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.


      Provides engineering support in the design and review of a wide variety of engineering projects.


      Collects and processes engineering related data; prepares project scope of work, schedule, and design; performs geographical information system (GIS) analysis, produces maps, and maintains geodatabases.

      Reviews application packages for new projects and modifications to existing sites, which include engineering construction plans, calculations, surveys, geo-technical reports, and legal documentation against County and State codes.

      Prepares technical review comments and requests additional information from engineers and property owners for revisions to calculations and plans; prepares technical reports with project specific information, license conditions, engineering data, and calculation summaries.

      Reviews engineering construction certifications and surveyed plans for compliance with County and State codes; performs site inspections for construction compliance and identify deficiencies in inspection reports.

      Communicates with developers, attorneys, engineers, banks, and the general public for the purpose of reviewing construction plans and specifications and the issuance of permits; performs research to respond to queries and complaints.

      Reviews permit applications and contractor licenses for accuracy and validity; upon determination that the information is accurate, enters into the County's database and construction permits are thereafter issued.

      May review plans for compliance with County and Florida Department Of Transportation (FDOT) standards and specifications.

      Performs related work as assigned.
