- Manage Service and Product Contracts, analyze and project budget fund availability for the Commissary unit
- Generate and analyze Commissary’s Profit and Loss monthly statement and analyze sale trends and values
- Administer market values comparisons and evaluate appropriate and/or mainstream sale prices in retail stores
- Analyze Inmate Welfare Fund Technology inventory and tracking of purchases
- Engage and collaborate with internal and external stakeholders
- Address emergent or planned operations and personnel challenges, issues or obstacles that may impact Commissary Services
- Conduct assessments to address problems and implements appropriate solutions within organizational units
- Track Division personnel training
- Lead and oversee special projects
- Ensure policies, standards, and procedures are adhered to; applies best practices
- Utilize a variety of proprietary databases and vendor applications
- Provides guidance and direction to others in order to achieve business objectives, fostering an environment that encourages openness, creativity, and innovation

STAFF SPECIALIST
(Inmate Services Division/ Commissary Operations)
Only employees of the Orange County Sheriff-Coroner Department who meet the minimum qualifications will be considered.In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:
Effective June 27, 2025 – 4.00% increase

Position/Recruitment Information
This recruitment is being held to establish a Department Promotional Eligible List to fill vacancies in this class until the next recruitment. The Eligible List established may also be used to fill positions in similar and/or lower classifications.
The Opportunity
The Inmate Services Division has an exciting opportunity working as a Staff Specialist, within the Commissary Operations Unit.
Inmate Services Division (ISD) is comprised of multiple specialty units, Commissary Operations, Food Services, Correctional Programs & Technology, and Division Support. The Units are dedicated to delivering high quality products, professional services, nutritional meals, as well as rehabilitation and re-entry programs for the inmate population.
Commissary Operations
The Sheriff’s Commissary provides hygiene, snack and stationary items to inmates housed in the various Sheriff’s jail facilities. The Commissary is a highly automated, profit-based operation which provides a source of revenue to the Sheriff’s Inmate Welfare Fund to support inmate programming. The Commissary receives, processes, fills, and delivers inmate orders to approximately 3,500 inmates in each jail facility, twice a week. With a staff of 24 professional employees, Commissary Operations is responsible for processing 12,000+ orders per month with annual sales of approximately $4,000,000.
The Staff Specialist assigned to Commissary Operations leads and supervises a team of nine (9) Correctional Services Assistants, in the daily activity of the Commissary Operations for the delivery of commissary goods to inmates. This position requires working in a Custody/Jail setting around staff and inmates.

The ideal candidate will possess excellent written and verbal communication skills, demonstrate proficiency in multitasking, and showcase adaptability in response to operational changes. Proficiency in Microsoft Word, Excel, and Outlook is also required.

SELECTION PROCEDURES

Structured Oral Panel Interview (Weighted 100%): Candidates will be interviewed and rated by a panel of job knowledge experts. Each candidate's rating will be based on responses to a series of questions designed to elicit the candidate's qualifications for the job. Only the most successful candidates will be placed on the eligible list.
Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedures.
ELIGIBLE LIST
After all procedures have been completed, Sheriff Human Resources will establish an eligible list of qualified candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
