      Job Summary:

      This is a professional and supervisory position providing project management, program administration and coordination related to compliance with the City's municipal stormwater permit and other similar regulatory compliance efforts. Work assignments are performed independently requiring skill and experience in environmental permitting and regulatory compliance programs and are reviewed by a senior engineer or the City Engineer. Work accomplishments will be measured by effectiveness as work program team leader, supervisor and project manager, the quality and completeness of the work, number of work assignments completed, and amount of time billed to work assignments and projects.

      Position reports to a Program Engineer.

      Hiring range: $62,504.00 - $81,255.00

      Additional Compensation/Benefits:

      ESSENTIAL DUTIES AND RESPONSIBILITIES:

      Management

      Technical

      • Apply advanced environmental science and policy, stormwater management and engineering principles and techniques following established guidelines, policies, and procedures in performing environmental compliance program administration and project management:

        • Plans and coordinates the National Pollutant Discharge Elimination System (NPDES) compliance program for the City

        • Plans, conducts, coordinates and supervises stormwater compliance inspections, investigations and enforcement activities

        • Maintains accurate, clear, and concise records for the NPDES database and monitors and coordinates compliance activities that are being performed by other departments/divisions through continuous monitoring of projects, policies and procedures related to management, operation and maintenance of the City's municipal separate stormwater system

        • Develops, implements, and conducts environmental public education programs

      • Develops, coordinates and manages environmental compliance strategies, studies and projects:

        • Responsible for coordinating compliance with Total Maximum Daily Load (TMLD) and Numeric Nutrient Criteria (NNC) in accordance with state and federal regulatory requirements

        • Project management and coordination of watershed studies and environmental projects

      • Prepares and revises City Ordinances and engineering standards and specifications relating to stormwater management and pollution prevention

      • Develops and Coordinates grant requests for environmental and stormwater related projects through local, state, and federal agencies

      • Serves as supervisor over personnel assigned to team or work program:

        • Responsibility for managing human resources by hiring, orienting, training, assigning, scheduling, coaching, counseling and disciplining (when necessary); Communicating job expectations and providing positive and constructive performance feedback; Planning, monitoring, appraising and reviewing job contributions; Mentoring and developing employees and enforcing policies and procedures

      • Develops and conducts internal training sessions and programs

      • Prepares and assists with City Commission reports and presentations

      EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.

      MINIMUM QUALIFICATIONS

      Education and Experience:

      • Bachelor’s Degree in Engineering, Environmental Science, Chemistry, Biology, or closely related field and five (5) years directly related experience providing project management, program administration and coordination related to compliance with the municipal stormwater permit and other similar regulatory compliance efforts

      • A minimum of one (1) year in a supervisory capacity (coaching, counseling, hiring, selection, managing performance, addressing performance improvement issues as needed and performing related supervisory tasks)

      • Valid Driver's License

      Knowledge, Skills, and Abilities:

      • Advanced knowledge of environmental permitting and stormwater management

      • Knowledge of state and federal TMDL standards as they relate to stormwater runoff

      • Ability to:

        • supervise and conduct inspections and investigations

        • perform basic lab and field sampling techniques

        • work as effective project manager and team leader, including ability to communicate clearly and concisely orally and in writing

        • coordinate projects and work programs

      • Training and knowledge of supervisory and leadership best management practices

      WORK ENVIRONMENT & PHYSICAL REQUIREMENTS

      Work Environment: 85% inside a climate controlled building; 15% outside which includes driving.

      Physical Requirements: The essential functions of the job require sitting approximately six (6) hours per day, standing approximately one (1) hour per day, and walking approximately one (1) hour per day. The job also requires frequent fine manipulations, repetitive motion, and lifting/carrying objects weighing up to 15 pounds; occasional bending/stooping, grasping, reaching, and lifting/carrying objects weighing up to 44 pounds. On rare occasions work requires climbing, crawling, kneeling, pulling, pushing, and lifting/carrying objects weighing more than 45 pounds.

      Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation and on the telephone. Speaking: Ability to communicate orally with others and speak effectively on the telephone. Seeing: Ability to see and read plans and computer monitor screens, operate a vehicle, and read normal and/or fine print.

      Driving Requirements: Requires occasional driving and possession of a valid Florida Driver's License.

      Technology: The work requires ability to operate telephones, smart phones, tablets, photocopiers, printers, desktop and/or laptop computers, calculators and all associated software. The work also requires proficiency with computer hardware and software programs including project management and scheduling programs, mapping and geographic information systems, word, spreadsheet and/or database applications, internet applications, and database management.
