      The Adult Services Division (ASD) of DCHS works in partnership with communities to develop, support and provide human services programs focused on achieving results in housing stability, financial stability, healthy living, and social engagement for veterans, service members, and their families; older adults and their caregivers; and other populations who experience vulnerability. The division's work also includes efforts to strengthen connections within, and improve access to, the human services system.

      Adult Services Division (ASD) seeks a proven leader to fulfill the role of Strategic Business Administrator. This role is pivotal in not only understanding and optimizing business processes but also championing equity, social justice, and inclusion within the organization. This position will play a crucial role in bridging the gap between business needs, emergency operations and technology. This role will have at least one direct report and serve as a senior advisor to the Division Director.

      The primary focus of this position will be to serve as division lead on responding to emergent situations, understand, analyze, and document business processes, requirements, and objectives. This position will ensure the organization is meeting objectives while driving efficiencies, improving processes, and achieving business goals. This position will directly support vision setting and lead the internal communication efforts to ensure the division has shared awareness of ongoing operations.

      WORK SCHEDULE:
      This position is exempt from the provisions of the Fair Labor Standards Act and is ineligible for overtime. Typical hours are Monday - Friday 8am-5pm. This position is not represented by a union.

      TELEWORKING REQUIREMENT
      The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

      Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

      • Business Process Analysis: Understand, analyze, and document current business processes, requirements, and objectives within the Adult Services Division. Identify inefficiencies, bottlenecks, and areas for improvement.
      • Equity Leader: Provide guidance and ensure that data collection methods actively integrate equity principles. Advocate for equity, social justice, and inclusion within the organization, ensuring that all operational decisions and processes prioritize these principles and address disparities among vulnerable populations.
      • Business Strategy Alignment: Lead the planning meetings for strategic goals and vision setting, Support the Division Director in setting strategic goals and objectives for the division. Contribute to vision setting exercises, ensuring alignment with organizational priorities and values.
      • Business Acumen: Provide relevant insights and recommendations to leadership and ASD stakeholders with understanding of organization vision.
      • Problem Solving: Address business challenges by proposing effective solutions and strategies.
      • Efficiency Improvement: Drive efficiencies within the division by implementing process improvements, streamlining workflows, and leveraging technology solutions where applicable. Continuously monitor performance metrics and adjust strategies as needed to optimize outcomes.
      • Solution Design: Participate in designing solutions to ensure that the proposed solutions align with business goals and requirements.
      • Data Analysis: Analyze data to draw insights, make data-driven recommendations that support decision making.
      • Analysis: Perform and coach others in depth analysis of requirements to identify business problems, potential challenges, conflicts, opportunities and areas of improvement or optimization. This includes assessing the impact of change on existing processes and systems.
      • Risk Assessment: I dentify and assess project risks to help proactively mitigate potential issues.
      • Change Management: Manage change within the organization when implementing new processes or systems and help users adapt to change and provide training and support for smooth transition.
      • Documentation: Create comprehensive documentation that includes detailed requirements specifications, use cases, data/process flow diagrams, business process models, and user stories that serve as a reference for project teams.
      • Internal Communication Leadership: Lead internal communication efforts within the division, ensuring that all staff members have shared awareness of ongoing operations, priorities, and initiatives. Facilitate regular meetings, disseminate relevant information, and foster collaboration among team members.
      • Senior Advisory Role: Serve as a senior advisor to the Division Director, providing expert guidance on operational matters, strategic decision-making, and organizational development. Collaborate with other senior leaders to align divisional efforts with broader agency goals.
      • Collaboration and Partnership Building: Forge strong partnerships and collaborations with external stakeholders, including community organizations, government agencies, and other service providers. Coordinate efforts to strengthen connections within the human services system and improve access to resources for vulnerable populations.
      • Leadership: Ability to serve as an interim Team Leader which includes supervising multiple staff members and ensuring that goals/deliverables are met.
      • Perform other duties as assigned.
      Experience:
      1. Minimum 5 years of relevant experience in operations management, strategic planning, or business analysis, preferably within the human services or nonprofit sector.
      2. Experience in process improvement methodologies such as Lean Six Sigma, Kaizen, or Business Process improvement, with a track record of successfully implementing efficiency initiatives.
      3. Previous experience in a leadership or supervisory role, with demonstrated ability to mentor and develop staff members and foster a collaborative team environment.
      Qualifications:
      1. Bachelor's degree in Business Administration, Public Administration, Social Sciences, or a related field or equivalent education and experience.
      2. Familiarity with human services programs and knowledge of relevant regulations, policies, and best practices governing service delivery to vulnerable populations.
      3. Experience working with diverse communities and understanding of cultural competency principles.
      4. Proficiency in data analysis and interpretation, with the ability to use statistical software and analytical tools to derive insights from complex datasets.
      Knowledge:
      1. Understanding of equity, social justice, and inclusion principles and their application within organizational settings.
      2. Knowledge of emergency management protocols and best practices for preparedness, response, and recovery.
      3. Familiarity with business process modeling techniques and tools for documenting workflows, such as flowcharts.
      4. Knowledge of organizational development principles and change management methodologies.
      5. Understanding of technology trends and their potential impact on operations, including knowledge of relevant software applications and platforms.
