- Strong customer service skills with the ability to speak and understand the needs of our buyer community of executive agencies and municipalities, as well as vendors who provide the services.
- Ability to assess the performance of vendors on our contracts to determine the level of compliance with key performance indicators and the quality of the service that they provide to our customers purchasing products and services.

- Excellent interpersonal skills and ability to network develop strong relationships to resolve issues
- A critical thinker with the ability to problem solve.
- Be able to generate reports, understand reports and determine what they are conveying and then turn the knowledge into actionable work for improved buyer/vendor performance.

- Ability to understand contract terms and conditions including reporting requirements of Statewide contract to be able to communicate effectively with buyers and vendors
- Provide support to both suppliers and eligible purchasing entities – all stakeholders in the sourcing lifecycle.
- Measure and manage “suppliers’” (aka vendors, providers, agencies, firms, etc.) performance relative to contracted service levels and Key Performance Indicators (KPIs). Identify and resolve performance issues to ensure customer satisfaction.
- Follow-up on issues, continual monitoring, and contract compliance
- Work closely with Strategic Sourcing Managers to share information that could be useful in future initiates
- Background in a field that requires strong analytical, oral communication and written communication skills
- A successful candidate must be a strong leader and be able to demonstrate key business results as a change agent in a dynamic organization
- Ability to maintain effective working relationships with internal and external customers
- Strong skills in the use of Microsoft Office including Word, Excel, PowerPoint, and Access
- Contract management in local or state government is a plus
- Demonstrated experience in interpreting contract terms

The Strategic Sourcing Unit is in the midst of a transformation to be a more customer and vendor centric organization. As a result, we’re moving to two functional areas – Strategic Sourcing and Contract Management (account relationships management) OSD is seeking motivated, progressive individuals to become an integral part of the Strategic Sourcing Team. OSD is looking for candidates with the aptitude to work collaboratively through effective communication to ensure a strong working relationship with both vendors and buyers. The Contract Managers will have an in depth knowledge of contracts, being able to be the point of contact for both buyers and vendors to ensure the contract is being utilized in accordance with its terms and conditions. Essentially as an account manager, you will need to evaluate vendor performance against key performance indicators, host Quarterly business reviews, hold vendors to compliance requirements and provide feedback to your teammates on the Strategic Sourcing team.

!*!MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
