      ARIZONA GOVERNOR'S OFFICE OF STRATIGIC PLANNING AND BUDGETING (OSPB)

      The Governor's Office of Strategic Planning and Budgeting (OSPB) serves as the primary advisory group to the Governor through three distinct, but related, functions: Budget and Grants, Strategic Planning, and Performance Data Management.

      Job Summary:

      The Governor’s Office of Strategic Planning and Budgeting (OSPB) is looking for a high energy, self-starter with excellent leadership, communication, and organizational skills to fill the role of Strategic Planner.

      The Statewide Strategic Planner will partner with state offices and agencies to drive robust strategic planning and performance management approaches that advance equitable outcomes for Arizona citizens.

      Job Duties:

      Key job responsibilities will include:

      Provide direction for and analysis of agency strategic plans, including planning policies and procedures

      • Review all submitted strategic plans and provide feedback as needed to ensure action plans are robust, achievable, and in alignment with the priorities of the Governor’s Office

      • Collect, review and provide feedback on strategic plan submissions in coordination with other Governor’s Office staff for recommendations and iterations

      Support agencies throughout the annual strategic planning cycle by facilitating training, collaboration, and feedback opportunities

      • Provide training and coaching in group or individual sessions as needed to ensure state agencies are fully capable of managing the strategic planning process and understand theory of change

      • Coach agencies as they draft their strategic plans to ensure they have a robust development planning process that incorporates appropriate tools and engages all appropriate stakeholders

      Ensure strategic plan annual objectives are aligned and tracked within the agencies and in the Governor’s Office

      Maintain a community/network of strategic planners across state agencies to facilitate sharing of new practices, increased collaboration, and learning opportunities

      • Work with agencies to develop metrics that can be aggregated in order to produce performance data by cross-agency policy or priority area

      Partner with Governor’s Office staff, Governor’s Transformation Office, and agencies for review and outreach related to performance

      Maintain a library of up to date standard policies and processes for use across state agencies that incorporate the latest guidance and best practices

      Knowledge, Skills & Abilities (KSAs):

      • Strong relationship building and collaboration skills across all organizational levels from senior staff and director to front line employees to community members

      • Be proficient in Microsoft Office (Excel, Word, and PowerPoint) and comfortable navigating new software products and applications

      • Ability to develop and facilitate in-person and remote workshops of all sizes and complexity

      • Strong program and project management skills and excellent organizational skills

      • Strong written, verbal communication and analytical skills

      Selective Preference(s):

      • Five years combined education and experience in diverse strategic planning and performance management roles (Masters degree will count for 2 years)

      Pre-Employment Requirements:

      • Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)

      • Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment
