      The Operational Services Division, Strategic Sourcing Services Unit is seeking a motivated, independent and innovative support professional to assist Strategic Sourcing leads in their administrative requirements, in order to produce and manage multi-million dollar statewide contracts that serve public entities on a statewide basis.

      The Strategic Sourcing Team is responsible for the development and management of statewide contracts. The Strategic Sourcing Coordinator is an integral part of the team ensuring the effective coordination of all administrative aspects of the strategic activities. The ideal candidate will have strong communication skills to effectively assess an issue and appropriately follow up with vendors and customers of OSD. Strong organizational skills are key to ensure contracts are in order and understood by the team and able to access information that may be needed to triage issues require a Managers attention. The position is responsible for managing the collection and receipt of contract related documentation and reports from a variety of contracted vendors, organizing the contract documents/reports in a uniform manner and analyzing data received. Assistance is also provided through maintaining schedules of contracts, assisting in coordination of procurement and contract events, scheduling and communication

      We are looking for someone to support the team by collecting data/information and processing through systems such as MMARS, the Commonwealths accounting system, COMMBUYS – the Commonwealth’s eProcurement system, and OSD managed Vendor Report Management (VRM) and the Contract Lifecyle Management (CLM) applications.

      • Provide customer service support to address all vendor addition and maintenance related questions and resolves any issues.

      • Support sourcing strategy, negotiations, and performance management.

      • Collaborate with Sourcing Team for renewals and changes to existing agreements.

      • Provide briefings to Senior Leadership at regular intervals to help keep them current with changes and performance throughout the contract life cycle.

      • Review Vendor Payments - Coordinate activities between Sourcing, Finance, and Vendors to ensure all invoices are raised & paid in accordance with vendor agreements.

      • Performs administrative functions in support of the strategic sourcing processes

      • Ensures that office systems and Unit procedures and practices are well organized and administered effectively.

      • Interfaces with internal and external contacts at all levels.

      • Proficient with Microsoft Office 365, specifically Excel, Word and PowerPoint

      • Performs other related duties as assigned.

      Applicants must have:

      • Excellent communication (written and verbal) skills, strong organizational and problem-solving skills, strong attention to detail.

      • Demonstrated ability to take initiative, and to perform multiple tasks independently and concurrently.

      • Ability to establish rapport and deal effectively with all levels of the organization, as well as outside contacts.

      Preferred Qualifications:

      • Familiarity with Commonwealth accounting system, MMARS and eProcurement system, COMMBUYS.

      • Familiarity with Commonwealth Procurement processes, policies and procedures.

      MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis or in program administration or program management or (B) any equivalent combination of the required experience and the substitutions below.

      Substitutions:

      I. A Bachelor's degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of two years of the required experience.*

      II. A Graduate degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for the required experience.*

      III. A Bachelor's degree or higher degree with a major other than in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of one year of the required experience.*

      *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
