      The Department of Community Corrections and Rehabilitation (DOCCR) is seeking to fill a Strategy and Resource Manager position in the Client and Community Restoration (CCR) division. This position is responsible for the development and management of the CCR budget, contracts/grants, policy and procedure review, and oversight of financial approvals. This position will also be responsible for the supervision of CCR administrative staff and serve as a member of the CCR Management team.

      Effective December 31, 2023, there will be a general salary adjustment of 2.5% to the minimum and maximum of the range.

      Location and hours:
      This position is hybrid and will be performed on-site at the Client and Community Restoration building at 3000 2nd Street North, Minneapolis, MN 55411, and remote as job duties require. Work hours will typically be Monday through Friday, 8 a.m. – 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

      New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

      In this position, you will:

      • Develop and manage the division budget along with the year-end forecast.
      • Prepare and present the annual budgets of CCR.
      • Review of monthly financial revenue and expenditures and notify CCR leadership of identified impacts to the budget or year-end forecast.
      • Prepare and perform monthly reconciliation of general ledger accounts and transactions; journal entries; and year-end activities according to standardized governmental methods and procedures.
      • Perform various financial analysis, participate on special projects as requested, and present finding and recommendations to leadership.
      • Develop policies and procedures for CCR staff.
      • Plan, organize, supervise, and evaluate complex projects.
      • Manage contracts and grants; approve requisitions and purchasing cards.
      • Track all staff changes and create quarterly position management reports.
      • Oversee divisional performance measurement and strategic planning activities.
      • Solicit vendor proposals and assist in proposal preparation.

      Need to have:
      • One of the following:
        • Nine or more years of experience in general administrative work related to the management of departmental/organizational operations or in a specialty area appropriate to the position. Note: General administrative work is defined as the administration and/or management of programs, policies, and/or budgets.
        • Bachelor's degree or higher in business administration, behavioral science, corrections administration, criminal justice, public administration, or other field appropriate to the position and five or more years of experience related to the position.

          • Leading projects.
          • Working on the development, measurement, and reporting of program/area outcomes.
          • Preparing and presenting complex reports and other materials to a variety of audiences.
          • Managing contracts and grants.
          • Using financial tracking systems such as APEX and COGNOS.
        • Ability to:
          • Communicate effectively both verbally and in writing.
          • Build and maintain positive working relationships with coworkers, senior level executives and managers; be a part of a team.
          • Work effectively with an increasingly diverse client population.
