      The Youth & Family Services (YFS) Division breaks down barriers that prevent children from fully realizing their potential. We provide services through schools, homes, non-profit organizations & communities. Ensuring that we connect with communities to find solutions so children develop, families thrive and people are safe from domestic and sexual violence.

      Multnomah County Department of County Human Services Youth and Family Services Division (YFS) invites applications for a SUN Data Analyst Senior. This is a full time position and is scheduled as routine telework, 40 hours a week, Monday-Friday 8:00 AM – 5:00 PM with 1 hour lunch. The designation of Routine Telework with some in person meetings.. All employees must reside in Oregon or Washington; Multnomah county cannot support ongoing telework from other locations. The onsite work location for this position is Five Oaks Building 209 SW 4th Avenue Portland, OR 97204.

      The eligible list created from this recruitment may be used to fill future regular, limited duration, or temporary positions in DCHS.

      About the Position: This position will be supporting a new system implementation and stabilization in collaboration with the Youth & Family Services SUN team, Data team, and software vendor. You will be the primary liaison between community based organizations, SUN Schools, Information Technology departments to address operational challenges and to ensure the software technology solution is able to support the Division’s need and goals related to SUN School goals, data collection, tracking, reporting, and compliance. All while consistently utilizing input from communities of color, culturally specific organizations and diverse SUN School providers to inform system improvements.

      Primary responsibilities include:

      A. Database Administration

      • Serve as liaison with outside agencies, service providers, software vendors, and SUN & Data Team on data analysis, reporting issues, and needs; determine needs and design reports or other methods to meet needs; provide expert technical assistance to outside agencies/contractors on automated data systems; troubleshoot with software vendors on system problems and resolutions.

      • Serve as liaison between system users and IT in the development, implementation, and maintenance of a large standalone data system; interview users to determine information needs and priorities; translate information needs to work requests for IT; monitor results to assure needs and specifications are met.

      • Plan, manage, install, configure, and administer new third-party vendor database applications and products; provide technical assistance and training to system users.

      • Design, develop, and compile complex business studies/computer-assisted assessment tools in collaboration with stakeholders on a broad range of assignments; analyze information needs to determine appropriate methodologies and desired output; design various forms and reports; design and prepare system audits; and design menus for end users, where appropriate.

      • Build and maintain meaningful relations with all stakeholders (ie SUN Service providers/team, Data & Evaluation Team, third-party vendor, end users, division and department staff)

      • Investigate and resolve data and calculation errors or inconsistencies in data files; maintenance of data as needed; create and maintain database tables; and maintain appropriate documentation.

      B. Technical Analysis & Monitoring

      • Design quality assurance management reports that include analysis of contracted vendor services; facilitate discussions with service providers for improvement opportunities; analyze, evaluate, and modify operating methods and procedures as they relate to departmental

      • Collect, compile, extract, and organize complex information and data from multiple systems into a variety of summary and detailed reports and/or presentations; develop tools to present data in a useful format to meet business needs; make recommendations for operations and goals; make recommendations based on research and analysis

      C. Technical Assistance

      • Develop solutions and procedures that interface with department-specific independent information database applications; develop instructions/training materials; assist in end-user training and database system execution.

      D. Data Report System Development & Maintenance

      • Investigate and resolve data and calculation errors or inconsistencies in data files; maintenance of data as needed; create and maintain database tables; and maintain appropriate documentation.

      • Prepare required reports for internal and external users and/or to meet the statutory requirements as administered by the State of Oregon or the Federal Government.

      E. Data Team Support & Representation

      • Plan, prioritize, assign, and review the work of assigned staff.

      F. Conduct data analysis and develop reports

      • Conduct both qualitative and quantitative analysis of relevant data, from a variety of sources. Develop year end reports for identified program areas.

      • Use appropriate statistical software and analysis tools, in order to effectively analyze data, including SPSS, Access, Excel, Tableau and others.

      • Develop year end reports for identified program areas.

      • Strong skill or experience in with Tableau, Excel, Power BI, Google Data Studios, SAS, Python, Qlik

      The successful candidate will demonstrate:

      Minimum Qualifications/Transferable Skills*:

      • Equivalent to a bachelor's degree AND

      • Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.(Equivalency 7-10 years of qualifying training and/or experience).

      • Must be able to pass a background check.
