In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings to supportive housing.

      MISSION:
      To advance the health of our patients and our communities by providing extraordinary care.

      DEFINITION:
      Supervises staff engaged in screening for and determining patients' eligibility for federal, State, County, or other healthcare programs including Medi-Cal, and special programs, and for determining access to health care services and assisting patients in preparing/completing applications for healthcare programs and health insurance and primary care linkage options.

      Supervises a unit of Patient Financial Services Workers with responsibility for collecting data and entering patient information into the LEADER Replacement System (LRS), as well as other information systems.

      Supervises a unit of patient access staff responsible for scheduling/registration, financial screening, insurance authorization initiation and tracking, and primary care linkage.

      Provides technical and administrative supervision to a unit of Patient Financial Services Workers, Patient Resources Workers, Patient Relations Representatives, and clerical support staff.

      Plans, assigns, supervises, and evaluates the work of the unit.

      Trains and instructs employees on proper work assignments, policies and procedures, and workflows related to patient financial eligibility and/or patient access functions.

      Reviews case records for completeness, accuracy, consistency, conformity with laws, regulations and policies; ensures that applications have been made for appropriate healthcare programs for which patient is eligible.

      Discusses difficult cases with staff, other County departments and/or agencies; and makes suggestions and recommendations for resolving difficulties.

      Conducts unit meetings to promote staff development and to interpret federal, State, and County regulations, policies, and procedures.

      Investigates complaints and takes appropriate action.

      Assists in the evaluation, orientation, and promotion of personnel; initiates appropriate corrective and disciplinary actions; handles grievances at first level.

      Prepares or supervises the preparation of operational and financial reports for assigned unit to ensure standards and performance metrics are met.

      Supervise a unit that provides training and technical assistance on financial screening and eligibility assessment and determination for governmental healthcare programs, and on completion of benefit applications, as assigned.

      SELECTION REQUIREMENTS:

      OPTION I: Two (2) years of experience performing patient access functions*, at the level of the County of Los Angeles class of Patient Resources Worker** or higher, one (1) year of which must have been leading personnel in patient access units***.

      OPTION II: Two (2) years of experience performing patient access functions*, at the level of the County of Los Angeles County class of Patient Relations Representative*** *.


      LICENSE:
      A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

      PHYSICAL CLASS II - Light:
      This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.


      SPECIAL REQUIREMENTS INFORMATION:
      *Patient Access experience includes but is not limited to experience in Patient Access Coverage Verification & Financial Screening, Emergency Department or Urgent Care Registration and Coverage Verification, Patient Relations (including Empanelment/Primary Care Linkage), and Call Center (for patient scheduling of primary care, specialty care, and diagnostic appointments).


      **Experience at the level of Los Angeles County class of Patient Resources Worker
      is defined as: Identifies patients' financial resources to pay for medical and/or mental health care and services; and assists patients in making assignments for medical benefits and completes standardized billing forms based upon data acquired.


      ***Patient Access Unit is defined as a unit responsible for scheduling appointments, patient registration and verification of coverage/financially clearing patients prior to appointments.


      **** Experience at the level of Los Angeles County class of Patient Relations Representative is defined as: Performs complex and specialized***** patient access and patient relations functions and leads****** lower-level patient resources workers.


      *****Complex and Specialized patient access and patient relations functions is defined as
      having experience in assessing and resolving complex patient issues related to primary care linkage, eligibility, billing for services, and managed care plan assignments. While, requiring specialized knowledge of rules, regulations, and other guidelines relating to completing assignments in a patient access unit. Knowledge is usually attained through extensive, increasingly difficult, and practical experience and training in the subject matter field.


      ******Leading experience is defined as guides, directs, and manages the work of staff to achieve organizational objectives.

      EXAMINATION CONTENT:
      This examination will consist of a written test evaluating Grammar Skills, Knowledge of Patient Access, Customer Service, and Supervisory/Leadership Ability, weighted 100%.

      Candidates must achieve a passing score of 70% or higher on the examination in order to be placed on the eligible register.

      WRITTEN TEST QUESTIONS ARE NOT REVIEWABLE BY CANDIDATE PER CIVIL SERVICERULE 7.19.

      TRANSFER OF SCORES:
      Applicants that have taken identical test part(s) for other exams within the last 12 months, will have their written test responses for the identical test part(s) automatically transferred to this examination.


      This examination con
      tains test parts that may be used in the future for new examinations. Scores will be transferred to the new examination; candidates may not be allowed to re-take any identical test parts for at least 12 months.

      ELIGIBILITY INFORMATION:

      The names of candidates receiving a passing score in the examination will be added to the eligible register and will appear in the order of their score group for a period of twelve (12) months following the date of promulgation.

      No person may compete in this examination more than once every twelve (12) months.
