- Oversee the accurate and timely processing of payroll for hospital employees and affiliate organizations, multiple business numbers and employee group
- Understand and adhere to legislation, collective agreements and hospital policies and procedures as it pertains to payroll
- Monitor changes from different unions under established collective agreements and federal and provincial legislation changes; work with the Senior Specialist, HR and Payroll to test and implement changes on a timely basis
- Responsible for compliance and sign-off of all payroll remittances and associated timelines, including but not limited to source deductions, pension, benefit carriers, vendors, Canada Revenue Agency requests, etc.
- Prepare and adhere to all in-year and year-end reporting requirements, ensuring that all federal and provincial requirements are met
- Responsible for preparing and ensuring payroll account reconciliations are updated regularly, are accurate and complete, including support and engagement during the year-end audit
- Oversee day to day operations of payroll staff, including development of payroll schedule and assignment of payroll related tasks and prioritization
- Review, verify and approve work completed by direct reports, including audits to identify errors/omissions for troubleshooting and resolution. Investigate data discrepancies/errors and resolve as required
- Provide guidance and direction to payroll staff including hiring, promoting, and regular performance appraisals, coaching and feedback
- Collaborate with the Financial Services, Human Resource Services and Payroll departments to provide support for the functions and responsibilities of the payroll department
- Prepare complex employee file changes, including but not limited to, status changes, tax information, benefit arrears, etc. Responsible for employee overpayments claw back and system adjustments
- In collaboration with Human Resources, ensure employee vacation banks and other time owing, is accurately accounted for and reported
- Update training documentation and procedures, and facilitate staff training
- Provide direction and guidance for the employee expense reimbursement process
- Represent the department internally on committees, as required, and engages with external stakeholders as required
- Ensure the protection of Hospital resources from theft, fraud and misappropriation
- Act as a back-up for Manager, Payroll and assist on projects, audits and special requests, as needed
- Provide and act as a functional analyst for payroll applications
- In collaboration with the Senior Specialist, Payroll and HR, provide technical support to the payroll administrators, maintain systems and pay calendar tables, coordinate system enhancements or upgrades, and test and document procedural and system changes
- Review, analyze, evaluate and make recommendations for improvements to the operation of payroll and related tools
- Ensure the integrity of the payroll information through the validation and audit of the payroll system
- Maintain documentation, records, manuals, and the department website
- Ensure exceptional customer service at all levels
- Maintain relationships with various stakeholders ensuring service standards are being met, including response times for payroll related inquiries
- Engage and educate stakeholders on the payroll administration processes and requirements
- Develop partnerships with key internal stakeholders
- Support issue resolution with respect to payroll
- Develop a customized report library and respond to ad hoc report requests from various stakeholders as they pertain to payroll
- Provide knowledge and advice regarding Payroll related metrics to provide the most effective data and approach to gathering information for client business needs
- Responsible for creation and execution of audit reports that verify and ensure employee data integrity and compliance with policy
- Ensure integrity and maintain confidentiality of HR and pay data
- Write a variety of documents including but not limited to correspondence, letters, reports, and presentation slides
- Two year diploma in accounting and/or business studies
- NPI certified PCP (Payroll Compliance Professional) is required. PLP (Payroll Leadership Professional) and other accounting designations would be an asset but not a requirement
- Minimum 2 years’ experience processing payroll of a large size organization (3,000 or more employees), including experience with payroll accounting and the processing and reconciliation of government and other remittances
- 3 to 5 years as a senior payroll administrator with 2 or more years progressive experience in the area of payroll, compensation, defined benefit pension or pay system administration in a multi union environment
- Excellent computer skills, including MS Office with Word, PowerPoint, Access, and in particular Excel; experience with HR and Finance applications, preferably Infor Infinium would be a definite asset
- Exceptional organizational skills, strong attention to detail and the ability to multi-task and prioritize to meet multiple deadlines
- Strong analytical, quantitative and problem-solving skills; able to research and translate complex technical data into accurate and meaningful analyses and reports
- Excellent interpersonal and business writing skills to effectively communicate technical and information that is easily understood by stakeholders and team members
- Exceptional customer service skills and the ability to develop and establish effective working relationships with key stakeholders, resolve and respond to inquiries in a timely and professional manner
- Demonstrated understanding of legal regulations with regards to a hospital setting, e.g. CRA, multiple collective agreements in a unionized environment, HOOPP Pension, EHT, WSIB etc.
- Proven ability to solve problems with diplomacy and tact
- Demonstrated ability to work cooperatively in a tightly knit team and individually
- Good attendance record

The Payroll Supervisor provides support to the payroll, finance, pension and benefit processes in a multi union environment at St. Joseph’s Healthcare Hamilton and its subsidiaries.
