      About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W0CUAA US ARMY FUTURES COMMAND. Serve as the Protection and Security Division Chief for the Army Futures Command (AFC).

      Duties


      • Lead DOIS Security, Research Technology Protection, and Counterintelligence (CI) efforts in support of the AFC overall mission.
      • Direct a staff responsible for the conduct and completion of security, counterintelligence, Research Technology Protection (RTP), academic research screening, and CP 35 DCIPS duties as assigned.
      • Serve as senior representative at DA level security and protection boards. Exercise authority to resolve security policy issues among the DOIS sections.
      • Develop long-range policies, programs, methods, and techniques to provide effective and efficient production of security policy and RTP in support of AFC efforts.
      • Develop and implement security analysis and RTP production plans, objectives, and priorities. Analyze and interpret broad directives and policies from higher authority on security, protection CI programs, resources and adjust ongoing programs.
      • Provide authoritative and highly technical evaluations of current DA and DoD security and protection policies and procedures and recommend and negotiate changes on to programs, policies, procedures, or methods of application.
      • Present and negotiate acceptance of the organization?s position on controversial issues to high level decision makers at key customer elements; justify and defend resources required to accomplish critical long-range projects.
      • Provide recommendations to the DOIS Director that resolve complex problems and issues that often cross organizational boundaries and support key agency programs/operations.
      • Recommend methods and evaluation standards for enhancing the efficiency of analytical capabilities through modification or application of evolving technology and processes.
      • Analyze broad and complex issues as they relate to security, RTP and CI program funding; mission requirements; legislative mandates; regulatory authority decisions; policy-related issues, technical advancements, or other rulings.
      • Provide highly technical evaluations of current systems and recommend changes to existing programs. Develop solutions to complex technical problems and coordinate those solutions with higher and lateral headquarters for DoD and IC-wide application.
      • Coordinate, collaborate, and manage customer and partner relationships to build sustainable and impactful relationships; shape expectations and ensure partners are provided with integrated, valued added products.

      Requirements


      • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
      • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
      • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
      • Two year trial/probationary period may be required.
      • Must submit a Confidential Financial Disclosure Report, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
      • May require Temporary Duty (TDY) travel to locations both within the continental United States (CONUS) and outside the continental United States (OCONUS) up to 20% of the time.

      To qualify, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as experience that demonstrates a practical knowledge of intelligence research technology protection and counterintelligence efforts as demonstrated by experience collaborating with the affiliated science and technology (S&T) and organizational teams participating in critical technology research and acquisition; advising command and/or organization community of interest, including Research & Development (R&D) Centers and laboratories, government and industrial facilities, and academic institutions regarding emerging technology protection levels and requirements. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-13). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
