      GENERAL SUMMARY

      The Chief Internal Auditor reports directly to the Audit Committee and on a dotted line basis to the Chief Executive Officer. The Chief Internal Auditor serves in an advisory capacity to the Audit Committee, board, and senior management.

      Under the general direction of the Audit Committee, plans, develops, prioritizes, and coordinates the operational, IT, regulatory compliance, financial, and fraud audits of branch offices, operations administration departments, administrative departments, lending departments, information technology and other business functions of Cathay Bancorp Inc. and its subsidiaries. Assures regulatory developments, recent accounting releases, technological advances and corporate business objectives are incorporated, as appropriate, into the administration of the Audit function. The audits may cover functional or organizational activity, with emphasis on sensitive, higher risk or complex areas.

      Through subordinates, the Chief Internal Auditor ensures implementation and execution of the approved annual audit plan. The Chief Internal Auditor is also responsible for management of the Bank’s SOX program. The Chief Internal Auditor, along with the Audit Managers and the SOX Compliance Manager, are responsible for developing, managing, and mentoring all members of the Internal Audit and SOX staff. The Chief Internal Auditor effectively manages the Internal Audit and SOX activity to ensure it adds value to the organization and is in compliance with applicable bank policies and procedures and applicable laws.

      DIRECT REPORTS

      The incumbent supervises, directly or through subordinates, the entire staff of the department.

      ESSENTIAL FUNCTIONS

      • Leads in the development of a strategic risk-based annual audit plan. Communicates the internal audit plans and resource requirements, including interim changes, to the Audit Committee for review and approval and to the board.
      • Directly and through subordinates, manages, and directs an effective and timely execution of the audit plan and the SOX plan.
      • Provides leadership, administration, training, direction and guidance for all Internal Audit and SOX staff and the Audit and SOX activities of the Bank.
      • Ensures resources of the Internal Audit and SOX departments are efficiently and effectively deployed. Manages relationships with any co-sourced or outsourced audit service providers. Shares information and coordinates activities with other internal and external providers of relevant assurance and consulting services to ensure sufficient coverage and minimize duplication of efforts while managing cost.
      • Establishes risk-based plans to determine the priorities of the Internal Audit Department, consistent with the organization goals.
      • Identifies and assesses internal control weaknesses, audit exceptions and inefficiencies, and makes recommendations for improvement.
      • Ensures that timely and accurate reports are provided to the Audit Committee summarizing audits conducted, significant findings, status of corrective actions, progress on the audit schedule and status of examinations conducted by regulators and external auditors. Reporting should also include significant risk exposures and control issues, corporate governance issues, and other matters needed or required by the Audit Committee, board, and senior management.
      • Evaluates and recommends procedures and internal controls to ensure compliance with laws, policies, and procedures. Competently investigates fraud.
      • Establishes policies and procedures to guide the internal audit activity. Ensures that audit policies and procedures are kept current in applicable policy manuals.
      • Maintains independence and freedom from interference in determining the scope of internal audits, performing work, and communicating results.
      • Obtains competent advice and assistance to resolve issues if the Internal Audit staff lacks the knowledge, skills, or other competencies needed to perform all or part of the audit activity.
      • Establishes credibility within the Bank and develops and fosters partnerships with business line management.
      • Performs special projects as directed by the Audit Committee or executive management as appropriate.

      QUALIFICATIONS

      Education:

      • BA/BS in accounting, finance, business, or related discipline. CPA preferred.
      • Certified Internal Auditor (CIA) designation preferred.

      Experience:

      • At least 8 to 10 years related work experience, including at least five years of internal or external audit management experience with increasing levels of responsibility, preferably in banking.

      Skills/Ability:

      • Familiarity with Federal and State banking regulations.
      • Demonstrated effective oral and written communications skills, and analytical skills with the demonstrated ability to deal effectively with all levels of management.
      • An effective understanding of, and the ability to work effectively within an IT-oriented business environment, including a demonstrated knowledge concerning the use of PC applications.
      • An effective understanding of computer assisted audit techniques.
      • The ability to perform assigned duties with minimum supervision.
      • The willingness and ability to travel, including occasional overnight assignments.
      • Strong conceptual and analytical skills necessary to evaluate the functions, operations, and activities of Cathay Bancorp, Inc. and its subsidiaries, Strong organizational and supervisory skills necessary to motivate, develop, and supervise the Audit and SOX staff. Diplomacy and the ability to keep confidence is a must.

      $260K – $310K / year
      Pay determined based on job-related knowledge, skills, experience, and location.
