      The SWS Fleet Liaison position is a first level supervisor of fleet staff and is the primary departmental liaison to Vehicle Fleet Services for all repairs and maintenance of equipment, vehicles, and related systems. The SWS Fleet Liaison is responsible for evaluating repair requests and making assignments; reviewing and verifying completion of work orders; quality control of repairs, ensuring safety standards, all Department of Transportation and City of Raleigh policies and procedures are met; arranging warranty repairs; reconciling purchases and part orders with appropriate charge accounts and work orders; and identifying needed training and equipment to meet the operational service delivery requirements of the Solid Waste Services department.

      ABOUT US

      The Solid Waste Services Department provides residential curbside collection of garbage, recycle, yard waste and a variety of specialized services. The Department works proactively to reduce waste and to increase recycling in Raleigh, while demonstrating a commitment to sustainability in all areas of the operations.

      The Solid Waste Service Department is an essential component of the City of Raleigh's service infrastructure responsible for the collection, disposal, and management all material waste generated and reused within our community. Over the years, our city and grown exponentially and has undergone significant development, environmental, technological, and economic changes that is necessitating a strategic realignment of our workforce to meet these new challenges.

      This position supports the Operations Division of Solid Waste Services responsible for the City of Raleigh’s solid waste services including garbage, recycling, yard waste, specialized load collections, and yard waste processing. The fleet is comprised of 114 vehicles including Automatic Side Loaders, Rear Loaders, Front-end Loaders, Roll-Offs, and Knuckle Booms. The fleet also includes heavy equipment that supports our Yard Waste Center to include shredders, excavators, tractors and other equipment used in daily operations.

      Some of the primary job functions include:

      • Provides supervision of fleet maintenance operational activities and staff including collaborating with vehicle fleet services on repairs and preventative maintenance; assigning work and monitoring work completion; quality control, conducting performance evaluations; coordinating training; and implementing hiring, discipline and termination procedures.

      • Monitors operational activities to review service quality, timeliness, adherence with maintenance schedules, and to ensure overall safety and adherence with standards, policies and procedures.

      • Serves as the first point of contact for SWS fleet issues and repair request. Resolves issues identified on DVIR (pre and post trip inspection) to ensure safety and serviceable od SWS fleet. Develops processes to ensure compliance and safety of all regulations are maintained on a consistent basis. Oversees overall care, cleanliness, and safety of all equipment in collaboration with operations to ensure pre/post trip and other relevant actions are taken to properly upkeep SWS fleet.

      • Provides technical expertise in diagnosing issues as required; ensures appropriate repair resource documentation is available.

      • Responds to calls and inquiries; reviews work orders, verifies service provided and provides daily service status updates to allow for effective operations.

      • Shares information related to repair needs, requirements and completed work; addresses complaints concerning repair work and determines need for corrections or additional work.

      • Reviews parts and materials inventory and specifications and/or external service needs; gathers estimates, specifications and related information for inventory or service needs; reviews quotations; initiates purchase requisitions and/or coordination of service work.

      • Prepares, maintains and/or reviews reports, and data related to service activity, preventative maintenance, productivity, expenditures, invoicing, fleet vehicle/equipment tracking, and/or operational budgeting.

      Supervisory Responsibilities

      • This position supervises the Fleet Maintenance Specialist Senior within Solid Waste Services.

      Education and Experience
      High School Diploma or GED and six years of maintenance experience related to assignment.

      OR

      An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

      Licensing/Certifications
      • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire.
      • Valid North Carolina Class B Commercial Driver's License with a satisfactory driving record, or the ability to obtain within 90 days of hire.
      • Valid North Carolina Class A Commercial Driver's License with a satisfactory driving record, or the ability to obtain within 90 days of hire.

      Knowledge:

      • Fleet Maintenance and Operations: Understand how to maintain and repair vehicles like garbage trucks, recycling trucks, and heavy equipment. Familiarity with preventative maintenance schedules and procedures. Knowledge of vehicle and equipment safety standards.

      • Supervisory Practices: Understanding how to assign tasks, monitor work quality, and ensure deadlines are met. Knowledge of how to train, evaluate, and provide feedback to employees. Awareness of hiring, discipline, and termination policies.

      • Regulations and Safety Standards: Knowledge of safety regulations and procedures for vehicle operation and maintenance. Understanding of compliance standards related to fleet services.

      • Administrative Processes: Knowledge of how to create and manage reports on vehicle maintenance, service requests, and operational budgets. Understanding of inventory management for parts and materials.

      • Communication and Customer Service: Awareness of how to address complaints and explain maintenance or repair decisions. Understanding of effective communication techniques for staff and customers.

      Skills:

      • Technical: Diagnose and oversee repairs for trucks and equipment.

      • Problem-Solving: Resolving fleet issues quickly to ensure vehicles are safe and operational. Addressing complaints and finding solutions to service problems.

      • Supervision: Managing a team effectively by delegating tasks and ensuring work is completed on time. Coaching and mentoring employees to improve performance and skills.

      • Organization and Time Management : Keeping track of multiple tasks, repairs, and maintenance schedules. Ensuring all paperwork and reports are completed accurately and on time.

      • Budgeting: Tracking fleet-related expenses and staying within budget. Obtaining estimates and managing costs for repairs and inventory.

      • Communication: Providing clear updates on fleet status and repair needs to staff and management. Explaining technical issues in simple terms to non-technical staff.

      • Collaboration: Working with vehicle fleet services and operations teams to maintain the fleet. Coordinating with vendors for parts, materials, or external repair services.

      ADA and Other Requirements

      Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.

      Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently and/or up to 20 pounds of force constantly to move objects.

      Working Conditions: Work is performed in both the field and in an indoor office environment with moderate exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc.); moderate exposure to environmental conditions (such as disruptive people, imminent danger, or a threatening environment); and frequent exposure to intense noise.
