      Job Summary

      Under the direction of the Manager, the Systems Specialist is responsible for ensuring the effective implementation and integration of Technology Systems used by front-line air traffic controllers, Flight Service Specialists and Flight Information Center specialists in the provision of safe, orderly, and expeditious air traffic management. Duties will also include participation in the evaluation and development of future air traffic management systems.

      • This position will have the National Capital Region (NCR) ATCP.
      • Anticipated Start date: October 2024 (may be earlier depending on applicant availability).

      Job Description

      Key Accountabilities:

      • As operational lead, responsible for the identification and development of operational requirements ensures current and future needs of Air Traffic Services are met.
      • Participates in the operational analysis of existing systems to ensure their continuing effectiveness.
      • Participate and provide operational knowledge for safety reviews in support of strategic decisions.
      • Flight data systems data support and adaptation development.


      Education/Occupational Certification:

      • Possession of an Air Traffic Controller License issued by Transport Canada, with an IFR endorsement.

      Experience:

      • Experience as an Air Traffic Controller in an Area Control Centre environment.
      • Experience working in progressively more responsible positions including systems project participation.
      • Experience coordinating with other agencies in the private and public sector, through meetings and contacts with appropriate operational and technical personnel.
      • Experience in planning and dealing with traffic flow management.
      • Practical experience as a subject matter expert in a systems or airspace implementation project.
      • DSC experience is an asset.
      • Experience in traffic flow management is an asset.

      Knowledge:

      • Knowledge of cooperate goals, culture, values, policies, standards, regulations, directives, and procedures related to ATS.
      • Knowledge of automation systems, their application to, and impact on, ATC operations.
      • Current knowledge of complex ATS systems and evolving systems in relation to their inter-dependencies.
      • Knowledge of the processes for development of adaptation for ATM and/or CNS systems used in tower or ACC environments.
      • Knowledge of traffic flow management.
      • Knowledge of CAATS functionality.

      Abilities:

      • Skills in conducting operational analysis and defining operational requirements in relations to ATS operational needs.
      • Ability to formulate and write effective reports and requirement documents.
      • Ability to support the engineering teams by providing operational perspective on adaptation requests and systems integration.
      • Ability to conduct operational functionality testing and participate in system certification activities.
      • Skills in scheduling tasks, setting priorities, and resolving operating problems.
      • Skills in identifying, planning, developing, scheduling, and controlling the implementation of new systems.
      • Skills in identifying and coordinating changes to existing systems as required.
      • Ability to lead teams and/or workgroups for collaborative decision making and successful outcomes.
      • Communicate effectively orally and in writing.

      Personal Suitability:

      • Skills in identifying and persuading others to accept comprise solutions based on real-world constraints of schedules and resources.
      • Effective interpersonal behavioral skills, including leadership and teamwork skills, tact, discretion, reliability, and integrity.
      • The ability to work effectively either alone or in a team environment.

      Conditions of Employment:

      • The candidate selected in this process may subsequently complete training courses in ATS technology as required, including selected courses of the Data Systems Coordinator automation training stream.
      • Shift work, domestic and international travel may be required.

      Work location:

      • This position is eligible for a flexible work arrangement.
      • The primary Work Location is Ottawa TSC and relocation to the National Capital Region is required.
      • However, if the successful candidate resides within a reasonable commuting distance from the Toronto ACC, where key strategic priorities can be supported by remote work, a remote-distance work agreement can be considered. In that instance, the Ottawa TSC will be your Designated Work Location. When you need to perform work on-site, you may report to Toronto ACC. That location will be your Flex Work Site.
