- Plans, organizes, and directs the activities of an assigned unit of the Finance Department, such as grants, capital projects, non-disbursement activities, or payroll processing.
- Guides all accounting policies, methods, procedures, and upgrades in the MUNIS Utility Billing system.
- Provides financial analysis and reporting with an emphasis on grants, capital projects, non-disbursement activities , and payroll processing.
- Supervises and participates in the work of a small-sized staff of subordinate professional and clerical employees; assigns and reviews work; appraises the performance of employees; and provides training.
- Monitors the financial aspect of the entire capital budget and program; prepares bond ordinances; controls revenue and expenditures.
- Coordinates financial accounting and reporting for a selected group of federal and state grants.
- Accumulates financial data and inputs into the financial system for the production of month-end and year-end computer-prepared financial statements.
- Processes and accounts for payroll for all county employees.
- Conducts special fiscal studies as assigned; develops and recommends improved fiscal policies and procedures; prepares complex fiscal reports.
- Performs related work as required.
- Thorough knowledge of general and governmental accounting principles, procedures, and processes governing the receipt, custody, and expenditure of monies.
- Thorough knowledge of modern office practices, procedures, and equipment, and standard clerical techniques as applied to the maintenance of accounting systems.
- Considerable knowledge of the principles and practices of public finance administration, and data processing systems as they apply to the maintenance of accounting records.
- Ability to conduct or assist in conducting a major accounting function.
- Ability to analyze and solve a wide variety of complex accounting and fiscal problems.
- Ability to plan, assign, and supervise the work of a group of professional, sub-professional, and clerical personnel in a manner conducive to full performance and high morale.
- Ability to establish and maintain effective working relationships with subordinates, other employees, county officials, and the public.
- Ability to communicate effectively, both orally and in writing.
- Skill in operating a calculator and CRT terminal.
- Experience with billing and/or collection of Real Property and Personal Taxes.
- Experience with property tax credits
- Experience with the Maryland Tax Sale Process
- Experience with Munis
- Experience with filing bankruptcy claims.
- Advanced experience with Excel and Word.
Anne Arundel County Government is hiring for a full-time, permanent Tax Billing Manager (Accountant III) position within the Office of Finance. This is responsible professional and supervisory work in analyzing, maintaining, and reviewing county fiscal records.
NATURE AND VARIETY OF WORK
Work involves responsibility for planning, organizing, and directing the activities of a central accounting unit of the Finance Department. Work includes reviewing unit processes, defining objectives, and establishing priorities. Supervision is exercised over subordinate clerical and sometimes professional personnel, and provides oversight for accounting staff. Work is performed with considerable independence within established policies, procedures, and accounting techniques, and is reviewed by an administrative superior through conferences, reports, audits, and internal controls.(Note: The duties and responsibilities enumerated in this class specification are for the purpose of determining a common set of minimum qualifications and salary levels for all positions in this class. Experience: Two (2) or more years of experience in complex accounting and fiscal operations, including two or more years of supervisory experience.
