Work as the liaison for several vendors of the Treasury Division such as the printer, mailing and postage services, equipment maintenance services, and the relevant Treasury software developers for ongoing discussions of contracts, service expectations, invoice review and approval, and expense tracking.
Collaborate with other City agencies to ensure smooth coordination of efforts and operations as tasks often overlap.
Review processes for innovations to improve service and/or reduce costs while attaining departmental goals.
Participate in discussions regarding legislative changes that will affect how these units process the work and take the lead on developing new processes and procedures when necessary to stay in compliance with laws and regulations.
Monitor staff and financial resources to ensure optimization of resources available during varying operational and budgetary constraints.
3 years’ experience leading a team in a fast-paced environment driven by statutory deadlines.
Bachelor’s degree in accounting or related field
Knowledge and experience with the annual property tax cycle
Knowledge and understanding of the Colorado Revised Statutes concerning property taxation.
Education Requirement: Bachelor's Degree in Business Administration or a related field based on a specific position(s).
Experience Requirement: Three (3) years of supervisory experience.
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post high school education.
Additional appropriate education may be substituted for the minimum experience requirements.

Location
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.
What You’ll Do
The Department of Finance manages the city’s investing, fiscal analysis, budgeting, debt, and asset
management, tax assessment and collection, and accounting functions as well as establishing, maintaining and enforcing fiscal policies, practices and procedures for the entire City and County of Denver. The Department commits to Denver residents the delivery of these services through a financial structure that mirrors the best practices of both the public and private sectors. This commitment promotes better service, enhanced performance measures, maximum accountability, and improved business processes.
The Tax Operations Manager will be responsible for setting goals for, overseeing daily operations of, and ensuring deadlines are met by the following units:
Taxpayer Service Unit – front-facing unit that provides cashiering duties for in-person customers paying property and excise taxes, provides registration information and assistance for new account holders, and is an overall information center for all taxpayer questions via phone, email, and walk in. This unit is also responsible for the acceptance and processing of other agency deposits.
Special Accounts Unit – responsible for the property tax cycle from statement generation to collection of property taxes and tax sale of liens for unpaid taxes. This unit also processes property tax refunds, sets up and releases liens for debts of other agencies such as service liens for collection as part of property tax cycle, prepares Certificates of Taxes Due, and processes applications for Treasurer Deeds.
Tax Payments and Corrections Unit – responsible for the data entry and correction of all excise tax returns as well as reconciliation and correction of excise tax accounts for taxpayers, collectors, and auditors.
