      Financial Examiner III (Financial Analyst)

      This position performs moderately complex (journey-level) financial analysis work. Work involves monitoring the ongoing operations of business entities including the effectiveness of operational and risk management; assessing the financial strengths and weaknesses of entities; and identifying risks and challenges to entities in executing their business plan. Assess magnitude and impact of risks to business entities through analysis of financial statements, business plans, holding company management, and regulatory filings to determine financial condition and develop/update an appropriate supervisory plan. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

      This position:

      • Perform analysis of business entities and including an assessment of corporate governance, enterprise risk, capital position, and financial statements.

      • Monitor the ongoing operations of business entities, including the effectiveness of operations and risk management.

      • Assess the financial strengths and weaknesses of entities.

      • Actively participate in self-study regime to meet examiner certification and training requirements.

      • Monitor solvency with a focus on identifying current and future risks to the business entity.

      • Extract complex information from both macro and micro economic perspectives to assess possible implications to entities and the market.

      • Communicate with business entities, agency management, and other regulators.

      • Prepare and presents professional summaries of issues, risks, and recommendations.

      • Perform other duties as assigned.

      This position requires:

      Graduation from an accredited four-year college or university with major coursework in business administration, accounting or finance, risk management, economics, or a related field.

      Successful completion of the following courses is required for degrees other than Accounting:

      • Accounting Fundamentals (6 semester hours)

      • Finance or Economics (3 semester hours)

      Or

      Have a Master of Science (MS) or Master of Business Administration (MBA) in accounting from an accredited college or university.

      Or

      Be a Certified Public Accountant.

      Must be eligible for the bond-related provisions of Insurance Code Section 401.106 and take the oath required by Insurance Code Section 401.105.

      NOTE: To attain the Certified Financial Examiner designation, a total of three semester hours of a management course from an accredited college or university is required. Management courses offered by CPCU, LOMA and CLU will satisfy this requirement.

      Additional job details:

      This position requires regular work attendance. The position may be eligible for a hybrid work schedule. If eligible, the employee must have a secure, dedicated workspace with reliable broadband internet service. The ideal candidate must be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours.

      Must attain the Accredited Financial Examiner (AFE) designation from the Society of Financial Examiners within a period of no longer than three years after employment.

      Must attain the Certified Financial Examiner (CFE) designation from the Society of Financial Examiners within a period of no longer than five years after employment.

      Preferences for this position include:

      • Knowledge of Financial Regulation.

      • Insurance experience.

      • Risk identification and risk assessment experience.

      • Experience in the application of Generally Accepted Accounting Principles.

      This position requires demonstrated knowledge of:

      • State laws, rules, procedures, and regulations relevant to job requirements.

      • General understanding of business law and practices.

      • Basic legal and departmental regulations affecting insurance entities.

      • General office practices and administrative procedures.
