Program Specialist V (Program Specialist)
Performs advanced (senior-level) consultative services and technical assistance work. Work involves planning, developing, and improving business processes through automation and best practices. Participates in major agency technical projects to replace Legacy systems and provides consultative services to Legacy project teams. May lead others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
This position:
· Participates in legacy systems replacement projects.
· Expert in determining and implementing best practices.
· Identifies automation opportunities and ensures that technology solutions align with business objectives.
· Performs a variety of technical, training, research, planning, policy, program assessment, and administrative activities for Business Process.
· May develop program policies, procedures, standards, and manuals in accordance with automation objectives and goals.
· May serve as a lead worker, providing directions to others.
· Performs other duties as assigned.
This position requires:
· Graduation from an accredited four-year college or university with major course work in business administration, public administration, computer science, management information systems, or a related field is preferred.
· Five years of work experience in planning, developing, and improving business processes through automation and best practices.
· Regular work attendance.
· Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis.

This position requires demonstrated knowledge of:
· State laws, rules, procedures, and regulations relevant to job requirements.
· Evaluating processes to identify tasks that are good candidates for automation.
· Validating business requirements.
· Testing and verifying systems’ functionality.
This position requires demonstrated skill in:
· Problem solving and critical thinking.
· Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.
· Using personal computers sufficient to enter and extract data from related systems and programs such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job.
· Gathering, assembling, correlating, and analyzing facts; to devise solutions to problems; and to serve as a lead worker.
· Analyzing and evaluating complex information technology applications, policies, and issues.
· Developing creative and workable solutions to complex problems and issues.
This position requires the demonstrated ability to:
· Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds.
· Maintain the confidentiality of sensitive information.
· Analyze and solve work-related problems and work independently on a variety of administrative work and technical assignments.
· Manage and coordinate multiple tasks and priorities to meet necessary deadlines.
· Work both independently and as a team player.
· Analyze and interpret technical information, including regulations, policies, and automation system documentation/specifications.
· Communicate in writing.
· Translate user/business needs into a technical style.
· Communicate technical instructions to system users.
· Analyze, evaluate, and integrate business rules into system requirements.
· Exercise sound judgment in making critical decisions.
