      JOB DESCRIPTION :

      The Texas Ethics Commission is looking to grow our IT team with a highly motivated and experienced system administrator with outstanding leadership skills who can manage multiple projects and deliver exceptional results.

      This role performs complex (journey-level) computer systems administration work for the Texas Ethics Commission. Requires a high functional understanding of computer systems, networks, system security, applications, application architectures, and business applications, including use of the AWS cloud-based environments. Works under the minimal direction of the IT Director with moderate to considerable latitude for the use of initiative and independent judgment. May train others.

      SPECIFIC JOB FUNCTIONS:

      · Manage the administration and licensing of Microsoft 365 collaborative tools, including Outlook, Office Suite, Teams, OneDrive, and SharePoint. Administrative tasks also include running eDiscovery to search the agency’s email communications in response to open records requests for historical email records.

      · Manage and maintain the agency’s workstation productivity hardware and software. Provide support for laptops, peripherals, printers, Windows desktop operating systems, MS Office products and Adobe Acrobat. Responsible for provisioning and maintaining agency laptops, troubleshooting issues, researching, and resolving issues with these systems and software packages. Assist in the preparation and development of instructions and manuals to provide guidance to agency end users. Provide equipment requirements and capabilities for proposed hardware and software upgrades.

      · Serve as the primary escalation point for agency staff end-user technical issues. Assist agency staff with technical issues, ensuring efficient operations and seamless user experience across communication and productivity platforms.

      · Coordinate the management of IT resources for staff onboarding and offboarding. This includes the provisioning of equipment for new employees, ensuring proper installation of systems, software, and office equipment. For offboarding, facilitate the recovery of staff equipment, collect user information, and properly deactivate accounts upon verification of data collection.

      · Ensure that all workstations and devices are properly patched and updated using Microsoft Intune and Autopilot, and other technologies. Monitor compliance with security and software updates, addressing any issues that arise. Educate agency staff end users on their responsibilities regarding system updates and security best practices to maintain a secure and reliable computing environment.

      · Manage and maintain the agency’s Unitrends software backup solution. Tasks include ensuring that critical files are continuously backed up, recovering files from the backup system as needed, and restoring the recovered files to the appropriate storage location.

      · Manage and maintain the agency’s Linux servers and operating systems and administration and troubleshoot issues found with these systems, research and resolve the issues. Assist with plans to migrate the Linux servers to the AWS Public Cloud.

      · Manage and maintain the agency’s network environment. This includes managing the agency firewall and VPN.

      · Serve as the agency’s IT security officer, including managing the agency’s network security. Tasks include planning for and completing the agency’s biennial security plan and preparing and providing documentation for and participating in the agency’s biennial security assessment by an outside 3rd party. Plan and administer the agency’s cybersecurity training exercises.

      · Serve as technical lead for the agency’s disaster recovery COOP plan, including writing, evaluating and updating the document, and planning and running testing activities.

      · Analyze proposed computer applications in terms of equipment requirements and capabilities.

      · Perform related work as assigned.

      MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

      Minimum Qualifications

      · Bachelor’s degree from an accredited four-year college or university, with major coursework in Computer Science, Computer Engineering, Information Systems, or a related field.

      · Minimum of 3 years experience in Microsoft Windows system administration.

      · Minimum of 2 years as SharePoint administrator and 365 administrator.

      · Minimum of 1 year experience working with Cloud services administration.

      · Experience and education may be substituted on a year for year basis.

      · Total number of years may run concurrently.

      Preferred Qualifications:

      · Experience with workstation management using Intune in an enterprise environment.

      · Microsoft Systems Administrator certification (MCSA or similar).

      · Amazon Web Services (AWS) certifications.

      KNOWLEDGE, SKILLS, AND ABILITIES

      · Experience with workstation management using Intune in an enterprise environment.

      · Experience with Microsoft 365 administration.

      · Experience with SharePoint and OneDrive administration.

      · Experience with Microsoft Windows desktop operating systems.

      · Experience with Linux operating systems.

      · Knowledge of basic computer networking.

      · Knowledge of Intel computer hardware and software running Microsoft Windows Operation Systems

      · Experience with software backup solutions.

      · Excellent writing skills.

      · Skill in problem solving, in critical thinking, and use of computer hardware and software.

      · Ability to analyze problems and develop solutions; to test and debug computer programs; to determine software problems; to communicate effectively.

      · Ability to establish and maintain harmonious working relationships with co-workers, agency staff, and external contacts.

      · Work effectively in a professional team environment.

      REGISTRATION, CERTIFICATION, OR LICENSURE

      · Microsoft 365 Administration certification (preferred).

      · Amazon Web Services (AWS) certifications (preferred).
