      The Illinois Department of Revenue is seeking to hire Sales/Excise Tax Litigation attorneys to represent the Department in complex sales/excise tax litigation hearings and cases. Under administrative direction, the ideal candidate will have knowledge and experience in litigation, civil procedure, state and federal tax laws, and administrative and regulatory functions. This position is an excellent opportunity for an attorney looking for hands-on litigation experience while advancing the Department’s objectives of fair and efficient tax administration.

      Essential Functions

      1. Under general direction, researches and analyzes Sales, Excise and Property Tax statutes, rules, regulations, court case appeals, court rulings, filed audits, investigative reports, documents of public record and other materials submitted by taxpayers and Illinois Department of Revenue (IDOR) auditors to prepare for hearings.
      2. Confers and corresponds with taxpayers, their representatives, attorneys and other interested parties regarding the application or interpretation of Sales, Excise and Property Tax acts, rules and regulations.
      3. Represents IDOR in routine litigation hearings and status conferences that involve Sales, Excise and Property Tax, as well as protest and refund claim cases that remain in dispute.
      4. Confers with supervisor to resolve difficult or problem cases that involve compliance or statutory interpretation and/or application of specific Sales & Excise Tax and Property tax issues.
      5. Assists higher level staff with conducting litigation cases, hearings and general law duties relative to all taxes administered by IDOR.
      6. Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

      Minimum Qualifications

      1. Requires graduation from a recognized law school.
      2. Requires possession of a valid license to practice law in Illinois.

      Preferred Qualifications

      1. Two (2) years of experience working with judicial and quasi-judicial procedures and rules of evidence.
      2. Two (2) years of experience working with on cases or controversies involving common law and the provisions of state and federal laws relating to administrative and regulatory functions.
      3. Two (2) years of experience litigating cases.
      4. Two (2) years of experience using all primary and secondary legal source materials to analyze all documents and instruments and to prepare, conduct and report formal or informal administrative hearings.
      5. Two (2) years of experience analyzing, appraising, and organizing facts, evidence and precedents and in presenting such material, involving a moderately complex problem, in clear and logical form in written media as briefs, memoranda, summarizations, research reports or regulations.

      Conditions of Employment

      1. Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
      2. Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
      3. Requires ability to travel in the performance of duties, with overnight stays as appropriate.
      4. Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, and ideologies, or other industry topics relevant to the job duties.
