      The Department of Information Technology (IT) plays a key role in driving customer-focused innovation initiatives. Collectively, the 95 staff members work together to provide essential services and technical support to all City staff and business functions. Most processes in the organization are dependent on technology to function; there is a continual need for technology solutions that meet business function and organizational needs, while balancing security and support requirements.

      We are seeking a highly motivated and accomplished Technology Manager to join our high performing, agile leadership team. This management-level position provides guidance and support for the Technology Infrastructure and Cybersecurity bureau, which includes critical network, cybersecurity, voice, and radio infrastructure projects and maintenance. It also provides leadership and oversight to 23 highly-skilled and knowledgeable supervisory, technical, and professional staff. Areas of responsibility include the City’s data center, network and security infrastructure, threat management and response, cybersecurity training, telephone and call center infrastructure, and radio devices and infrastructure.

      The successful candidate will possess strong leadership and management talents, outstanding relationship-building abilities, exceptional communication skills, and excellent analytical and technical proficiency. They will be technically skilled, customer focused, innovative, and creative. The ideal candidate will be someone who can motivate and empower staff to perform at their highest levels in order to provide the highest level of customer service and the best technology solutions for the City. They must have experience managing technology projects and allocating resources to meet project and organizational requirements. They need to foster relationships and work closely with staff, peers, leadership, customers, consultants, and vendors to achieve department and organizational goals within scope, on time, and within budget. They need to clearly explain technology processes and policies to staff, non-technical customers, and management in person or via report.

      As a member of departmental management, the person in this position is required to report to work at Norfolk city offices on a regular basis, and within an hour of being notified of an event or emergency.

      Department Hiring Salary Range: $85,515 - $98,342


      This position manages the following areas of responsibility:
      • Design, maintenance and growth of the City’s data center and network infrastructure, including application and data connectivity, wired and wireless networks, physical and virtual servers, and primary and backup storage.
      • Design and support of the City’s network security infrastructure including “next generation” firewall, intrusion prevention, application and URL filtering, and anti-spam/anti-malware hardware, software and appliances that protect the City’s network, user devices, users, and data from unauthorized access and advanced cyberthreats. This also includes security threat management and response, and cybersecurity training.
      • Desktop telephone and call center hardware/software procurement, installation, and maintenance for three fully-functional call centers, to include approx. 3700 desktop phone sets, 1200 centrex phone lines, 9 PRI circuits, 2 SIP trunks and 5000 DID numbers.
      • Design, maintenance, support, and asset management for more than 4400 handheld, portable, and base radio devices.
      Essential functions include but are not limited to:

      Leadership Skills:

      • Provides technology leadership and management by identifying, recommending, and implementing technology that supports the City's business needs.
      • Develops plans for the department, develops goals and objectives that support the organization's plans, assures responsiveness of long-range plans to City objectives.
      • Develops and enforces City and Department policies and procedures for all employees.

      Management Skills:

      • Provides personnel management by conducting performance evaluations, interviewing and selecting new employees, training, directing, coaching, and mentoring employees.
      • Plans, monitors, and manages procurement and implementation of technology, including selecting vendors and establishing contracts.
      • Forecasts costs, equipment and personnel needs for projects and programs as required and related to technology operations; monitors expenditures against budget to ensure spending does not exceed allocation; allocates resources to use technical resources and meet City’s business needs more effectively.

      Communication Skills:

      • Writes clear and concise emails, memos, executive summaries, and status reports.
      • Clearly explains technology processes and policies to staff, non-technical customers, and management. Correctly and appropriately answers questions about features, functions and operation of technology infrastructure and software.
      • Serves as a two-way conduit for information and concerns between bureau staff and departmental management.

      Interpersonal Skills:

      • Develops and maintains relationships with employees; encourages and promotes teamwork and mutual support.
      • Meets with customers to ensure their technology needs are being met; works with customers and staff to resolve any customer issues; identifies and implements initiatives that improve customer satisfaction and meet organizational needs.
      • Establishes and maintains relationships with contractors and equipment suppliers as well as peers from other local governments.

      Work requires broad knowledge in general professional or technical field, normally acquired through four years of college resulting in a Bachelor’s degree or equivalent.

      Master’s degree in a computer science, business or information technology field preferred.

      Seven years' experience in information technology with supervisory experience required.

      The preferred candidate will possess the following:
      • Experience with enterprise technology infrastructure management, including data centers, network infrastructure, cyber and physical security, telephone and radio infrastructure support.
      • Experience identifying the needs of multiple clients, and working with numerous vendors, to ensure technology solutions meet customer and organizational needs.
      • Experience dealing with data integrity and integration issues within a large organization.
      • Experience in technology planning, implementation, and strategic planning.
      • Experience in staff development and support, including technical and “soft skills” coaching and mentoring.
      • Solid knowledge of budget development, monitoring/forecasting expenditures, and tracking contracts and service agreements.
      • Knowledge in the process of network, security, telephone, and radio system infrastructure design and configuration and identifying technology solutions and efficiencies.
      • Solid knowledge in Microsoft Office applications (Word, Excel, PowerPoint and Outlook).
      • Excellent oral and written communication skills including the ability to explain and present technically complex issues.
      • Good understanding of current applications and trends in technology.
      • Ability to analyze information related to computer technology to assist in directing organizational management in the selection of software and hardware to meet the needs of the organization.
      • Strong interpersonal skills.
      • Ability to exercise strong judgment in analyzing, appraising, evaluating and solving problems of a difficult procedural, organizational, administrative or technical nature.
      • Must meet physical requirements and pass substance abuse screening as may be required.
