The Statewide Time and Leave Standards Manager will be part of the statewide central payroll unit team and has responsibility for the governance, system processing, guidelines, rules, statutes, standards and strategic operational oversight for the time, attendance and leave system for the state of Colorado. This role will be leading Kronos and any other time and leave systems for time and attendance governance and strategic operational responsibilities statewide. In addition, this position will work on the payroll modernization team and be the main point of contact for the business side to ensure all time, leave, and attendance rules, guidelines, statutes, partnership agreement, side agreements, standards, and design strategy of the system are met for the agencies statewide. This position will plan, design, implement, and work closely with agency setups for time and leave while ensuring all agency setups are consistent within the system. This position will be the business point person for projects regarding all time and leave within the state. This position will evaluate the relevance and importance of theories, concepts and principles in order to tailor them to develop an approach and plan for the system and projects. This position will be the unit supervisor for three staff.
A summary of the duties and responsibilities will include, but are not limited to, the following:
Strategy and Governance:
Governance, strategic operational oversight, manage all aspects of the time, attendance, and leave systems. Position knows every aspect of payroll hours, earnings, calculations, kronos rules, system tables and setups and how time & leave is processed within the system. Statewide requirement will be a strategic thought leader for a statewide team focused on time, attendance, and leave.
Statewide Time Projects:
This position will be the lead for the time, attendance, and leave for the payroll modernization project to ensure rules, guidelines, statutes, partnership agreements, side agreements, guidelines, standards, and design strategy of the system are met for the agencies statewide.
General Unit Management:
Manage and guide daily work priorities and assignments and oversee effective and timely completion of tasks and projects. Provide guidance and coaching to team members as needed, and meet regularly with team members to share relevant information, remove obstacles, provide and receive status updates, and resolve conflicts and issues that may occur. Model and encourage effective teamwork and collaboration not only within teams, but across all work interactions including agencies. Identify and discuss team issues with central payroll management

MINIMUM QUALIFICATIONS:
*Experience only:
At least eight years of experience in compliance, time and leave project management or program management which includes supervisory experience.
OR
*Education and Experience:
At least a Bachelor's degree from an accredited institution in a field of study related to the work assignment AND at least four years of experience in compliance, time and leave project management or program management which includes supervisory experience.; Additional appropriate education will substitute for the required experience on a year-for-year basis.The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:
