      Title VI Compliance Program Specialist I
      Salary $58,184 to $94,913
      Supports the implementation and administration of the Department’s Title VI Compliance Program. Assists the Department and its subrecipients in ensuring compliance with state and federal laws, rules, and regulations. Work includes implementation of strategic plans, goals and objectives, policies, procedures, and guidelines; maintains priorities, standards, and measurement tools for determining progress in meeting goals; assists with coordinating and evaluating program activities and/or business functions. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

      Title VI Compliance Program Specialist II
      Salary $66,259 to $108,666
      Oversees implementation and administration of the Department’s Title VI Compliance Program. Ensures compliance with state and federal laws, rules, and regulations. Work involves the creation and implementation of Title VI compliance training, and educational materials and contact with high-level executives, managers, other governmental agencies and the public. [Serves as a Project Leader].Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence

      Essential Duties:
      Title VI Compliance Program Specialist I

      • Maintains contact with external agencies, such as the Federal Highway Administration, contractors, subcontractors and the general public on Title VI related issues.
      • Responds to Title VI inquiries, processes Title VI complaints and writes investigative reports in accordance with Department guidelines.
      • Maintains records, database systems and/or program files.
      • Assists Operations team members in evaluating Operations Vendor’s performance with respect to contract requirements; and reports findings to those who manage the contract and determine performance metrics accountability.
      • Supports the data collection requirements and preparation of reports for the effectiveness of program activities.
      • Assists with managing the Title VI liaison reporting process to the applicable federal agency.
      • Provides technical assistance and serves as subject matter expert (SME) for districts, divisions and Subrecipients in Title VI-related matters.
      • Coordinates with districts and divisions to ensure compliance with Title VI requirements.
      • Assists in developing educational and/or informational materials.

      Title VI Compliance Program Specialist II
      All of the above and:

      • Develops, implements, and oversees the training for Title VI Compliance programs and organizes and facilitates workshops/seminars on issues and activities related to Title VI compliance.
      • Serves as program liaison for regulatory agencies, Subrecipients, community-based organizations, and the public.
      • Coordinates reporting activities and disseminates information as requested and/or required.
      • Serves as Project Leader - coordinates and provides instructions/guidance for project activities in support agency program.
      • Represents the department on matters concerning Title VI-related activities and may provide testimony at internal review hearings regarding allegations of discrimination.
      • Makes recommendations about the agency’s policies based on research of local, state, and national trends, federal policy issues and proposed legislation.
      • Develops educational and/or information materials.
      • Prepares correspondence, reports, studies, and makes presentations regarding program/project activities; assists in researching and preparing appropriate responses for technical assistance requests.
      • Develops and/or modifies program policies and/or regulations, and educational and/or informational materials.
      • Performs a variety of technical, training, research, planning, policy, program assessment, and administrative activities for assigned program(s), including overseeing the delivery of services and creating efficiencies where applicable.
      • Assists in the development and coordination of the Title VI Implementation Plan, Language Assistance Plan, Equal Employment Opportunity (EEO) initiatives, and other workforce diversity programs of the Department.
      • Performs other job responsibilities as assigned.

      Minimum Qualifications:

      Education: Bachelor's Degree in a related discipline. Relevant work experience may be substituted for a degree on a year-per-year basis.

      Substitutions for Minimum Qualifications

      Experience:

        • Title VI Compliance Program Specialist I: 2 years of experience in Civil Rights, Employee/Labor Relations, Title VI program work, or closely related activities.
        • Title VI Compliance Program Specialist II: 5 years of experience in Civil Rights, Employee/Labor Relations, Title VI program work or closely related activities

      (Experience can be satisfied by full-time or prorated part-time equivalent). Related graduate-level education may be substituted for experience on a year-per-year basis.

      Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

      Competencies:

      Title VI Compliance Program Specialist I:

      • Applicable governmental laws, rules and regulations specific to area of responsibility
      • Applicable laws, rules, and regulations and associated administrative pratices related to Title VI
      • Complaint investigation techniques

      Physical Requirements and Working Conditions:

      • Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files

      • Talking, expressing, or exchanging ideas through spoken words
      • Close Visual Acuity-work includes viewing a computer screen; extensive reading
