      BRIEF POSITION SUMMARY

      Performs complex (journey-level) heating, ventilation, and air conditioning (HVAC) mechanic work. Work involves installing, repairing, maintaining, and overhauling HVAC equipment and systems based on work orders and preventative maintenance activities. Reports to the Maintenance Supervisor and works under general supervision, with limited latitude for the use of initiative and independent judgment.

      ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

      • Replaces, installs, inspects, maintains, repairs and performs preventative maintenance on all heating, air conditioning, refrigeration, and ventilation systems.
      • Maintains and applies current knowledge of piping, valves, chilled and hot water/boiler systems and Pressure Reducing Value (PRV) operation.
      • Inspects HVAC systems and their components (e.g. heating units, building exhaust fans, ventilation units, etc.) to evaluate condition, identify necessary repairs and recommend preventive maintenance.
      • Conducts indoor air monitoring and interprets resulting data.
      • Follows standards for design and construction, air conditioning and heating codes, hazards and safety precautions, and refrigerant handling and disposal procedures.
      • Responds to emergency situations during or after hours to resolve immediate safety concerns.
      • Informs supervisors regarding procedures and/or status of work orders to provide information for making decisions, taking appropriate action and/or complying with building and safety regulations.
      • Maintains vehicle, tools and equipment to ensure availability and safe operating conditions.
      • May provide guidance to others.
      • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
      • May be required to perform duty in support of national emergencies, disasters and other missions, to include evenings, holidays and weekends.
      • Performs related work as assigned.

      WORK HOURS: Tuesday – Friday, 10 hours a day, 40 hours a week

      MINIMUM QUALIFICATIONS

      EDUCATION:

      • Graduation from a standard senior high school or equivalent (GED) is required.

      EXPERIENCE:

      • Three years of experience in HVAC work is required.
      • Experience with Microsoft Office to include Word, Excel, Outlook is required.

      PREFERRED EXPERIENCE:

      • Experience maintaining and/or repairing chiller systems is preferred.
      • Experience in all areas of the building trade to include plumbing, structural, and electrical is preferred.
      • Experience working on an active duty military installation and/or National Guard environment is preferred.

      REGISTRATION, CERTIFICATION OR LICENSURE:

      • Current HVAC technician certification registered through Texas Department of Licensing & Regulation (TDLR) is required.
      • Environmental Protection Agency (EPA) Certification will be required within the first 180 days of employment.
      • Valid driver’s license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for driving state or personal vehicles to conduct agency business.

      OTHER REQUIREMENTS:

      • Must be able to obtain a Common Access Card (CAC). Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
      • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

      KNOWLEDGE, SKILLS AND ABILITIES

      Knowledge of:

      • indoor air monitoring equipment and interpreting resulting data;
      • standards for design and construction;
      • air conditioning and heating codes;
      • hazards and safety precautions, refrigerant handling and disposal procedures;
      • the principles, practices, materials, tools and equipment of air conditioning, heating, ventilating and plumbing;
      • construction practices, plumbing, structural, electrical maintenance, operation of buildings and equipment, and
      • Direct Digital Control (DDC) systems and equipment.

      Skill In:

      • operating equipment used in the installation repair and maintenance on HVAC equipment;
      • planning and managing projects;
      • preparing and maintaining accurate records;
      • handling hazardous materials;
      • reviewing and interpreting technical information, and
      • operating MS Software to include Word, Outlook and Excel.

      Ability to:

      • adapt to changing work priorities;

      • work with constant interruptions;
      • comply with OSHA/AFOSH regulations;

      PHYSICAL/WORKING CONDITIONS:

      Work is typically performed inside and outside, and usually involves exposure to dirty, dusty, and greasy areas and where fumes are present. Work requires the ability to do strenuous work involving repairs and installations from ladders, scaffolding, and platforms; and where the parts of systems are in hard-to-reach places. This position may require the ability to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions; frequently lift, carry, and/or set up parts and equipment that exceed 50 pounds. May require travel 5% of the time.
