      BRIEF POSITION SUMMARY

      Performs complex (journey-level) administrative and technical assistance work. Work involves assisting in establishing Family Readiness goals and objectives; assisting in developing Family Readiness guidelines, procedures, and policies; assisting in developing schedules, priorities, and standards for achieving program goals; and assisting in evaluating program activities. Supervises the work of others. Reports to Lead Soldier & Family Readiness Specialist and works under general supervision, with moderate latitude for the use of initiative and independent judgment.

      ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

      • Provides input to develop, articulate, and implement the Family Program, inclusive of assistance, readiness, volunteer management and improvement of quality of life and well-being of members and families.
      • Develops standard formats and procedures to record volunteer hours and to collect other volunteer related data.
      • Designs, conducts and delivers training programs for volunteers
      • Monitors quality assurance and utilization review processes for case management to ensure quality services.
      • Conducts briefings and training for units to market information, stimulate interest, support, and provide necessary information.
      • Provides information resource referral and non-medical administrative case management across all essential services; including but not limited to, Crisis, Legal, Financial TRICARE, Employment/Financial/Literacy, Emergency Family Assistance Center (EFAC) and Exceptional Family Member Program (EFMP).
      • Provides support during 24/7 EFAC operations, drill and annual training periods as required
      • Collaborates with higher headquarters and other organizational elements to develop, design and conduct volunteer recognition activities.
      • Recruits, completes administrative actions, and conduct training for the appointment of statutory volunteers.
      • Assists with the collection, organization, analysis, and/or preparation of materials in response to requests for program information and reports.
      • Collaborates with team to develop standard format and procedures to collect, research, analyze, develop, and submit data to higher headquarters to support achievements.
      • Identifies and assists in development of training and operational manuals, and educational and marketing materials for staff, units, and volunteers.
      • Provides technical interpretation and guidance to advise unit chain of command as to existing and proposed programs and policies to improve family readiness and wellness.
      • Performs related work as assigned.
      • May be required to return to work or work additional hours on occasion, to include weekends, in the event of an emergency situation.
      • May be required to perform duty in support of national emergencies, disasters, missions, and other requests to include holidays and weekends.
      • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.

      WORK HOURS: Monday – Friday, 8 hours a day, 40 hours a week, some nights/weekends

      MINIMUM QUALIFICATIONS

      EDUCATION:

      • Graduation from an accredited four-year college or university is required. (See substitution)

      PREFERRED EDUCATION:

      • Graduation from an accredited four-year college or university with major coursework in social services, business, or a related field is generally preferred.

      EXPERIENCE:

      • Three years of experience providing social services and training programs is required.
      • Experience using Microsoft Office applications to include Word, Power Point, Outlook and Excel is required.

      PREFERRED EXPERIENCE:

      • Experience providing social services and training programs to military populations.
      • Experience using software applications to research data and prepare reports is preferred
      • Experience working in a military organization or environment is preferred.
      • Common Access Card (CAC) holder is preferred.

      SUBSTITUTION:

      • Additional years of experience providing related human service work may substitute for the required education on a year-per-year basis.

      REGISTRATION, CERTIFICATION OR LICENSURE:

      • Valid driver's license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.

      OTHER REQUIREMENTS:

      • Work during some evenings and weekends may be required to support operational requirements or contingencies.
      • Must be able to travel 20% of the time to support unit and training events.
      • Must be able to obtain a Common Access Card (CAC). Selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. (Candidates who have current NACI and CAC card preferred.)
      • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

      KNOWLEDGE, SKILLS AND ABILITIES

      Knowledge of:

      • community and government service delivery systems and case management delivery systems;
      • military culture and structure;
      • community resources; and
      • applicable local, state and federal ordinances and laws.

      Skill in:

      • communicating effectively both orally and in writing;
      • operating computers using Microsoft Office Suite (Outlook, Word, Excel and PowerPoint);
      • promoting services to National Guard units and leaders; and
      • networking with community resources.

      Ability to:

      • convey instructions and explanations to clients and interested parties, to negotiate available services, and to provide guidance to others;
      • communicate effectively;
      • effectively coordinate work with other individuals or groups;
      • work in a military environment; and
      • establish effective working relationship with supervisor, coworkers and military unit leadership.

      PHYSICAL/WORKING CONDITIONS

      Work is typically performed in a sedentary office setting involving sitting, standing and walking to perform job duties. Work requires some travel, approximately 20% with potential for overnight stays. Incumbent must be able to drive a vehicle to designated locations. Work requires extensive use of a personal computer and telephone. This position may periodically require the ability to lift, carry, move and/or set up equipment and materials that weight up to 25 pounds.
