      We are seeking (5) Transit Safety and Security Superintendents. Our ideal candidates are dedicated people leaders with experience planning, developing, and administering comprehensive and effective safety or security and emergency management programs to ensure passenger and employee safety, mitigate loss and risk to Metro transit resources and ensure compliance with all applicable local, state and federal codes and regulations.

      Physical Security Superintendent -
      The Physical Security workgroup is responsible for identifying, assessing and mitigating threats and vulnerabilities to customers and employees. This workgroup responds to and investigates incidents, develops and implements security policies and procedures, oversees the selection and implementation of security technologies, administers contract security services, and provides training.

      Life Safety and Emergency Management Superintendent -
      The Life Safety and Emergency Management workgroup is responsible for identifying potential hazards (such as natural disasters or human-caused events), assessing the risk and implementing mitigations. This workgroup provides comprehensive emergency response planning and protocols, administers the workplace violence prevention program, conducts training sessions and drills, coordinates with internal divisions and external agencies to ensure coordinated response during emergencies, and develops strategies for recovery and continuity of operations.

      Safety and Security Services Superintendent -
      The Safety and Security Services workgroup is responsible for onsite support and liaising with front-line and management staff at worksite (base) locations. This workgroup supports in investigating events such as near misses and fixed object strikes, assesses and responds to employee suggestions and concerns related to safety and security, provides onsite SSaM support, provides training, retrieves and processes video from coaches, conducts worksite building life safety reviews, represents the Security section at meetings and hearings, and participates in employee safety and security committee meetings and huddles.

      Operations Safety Superintendent -
      The Operations Safety workgroup supports operations through hazard and accident investigation, data collection, risk analysis, and employee engagement and oversees the training on policies /procedures for Supervisor- In- Training (SIT) operators, rereads, Accident Review Boards, rail recertifications and Superintendent /Chief accident training.

      Employee Health and Safety Superintendent -
      The Employee Health and Safety workgroup develops and administers compliant safety programs in response to employee workplace hazards through risk-based hazard management and oversees injury & incident investigation and reporting.

      Position Information
      This recruitment will be used to fill five (5) career service vacancies. This recruitment may be used to generate a list for future Career Service, Term Limited Temporary (TLT), and Special Duty Assignment (SDA) positions that may occur in this classification. The eligibility pool list is valid for up to 12 months upon creation. As a Transit Safety & Security Superintendent , you will:

      • Lead and promote safety & security awareness and culture throughout the agency; develop and champion programs and ensure compliance with all related local, state and federal codes and regulations; provide information to and negotiate agreements with regulatory agencies; may issue work stoppages consistent with Transit Division operating policies and delegated authority.
      • Supervise members of the SSQA’s professional, technical and administrative support staff: hiring, performance management, establishment of work performance standards and initiation of corrective actions if required, staff development, planning and delegation of work, labor relations as needed.
      • Recommend and implement division-wide performance measurement goals and work effectively with King County Metro staff to establish the programs, systems and processes required to fulfill those goals. Forecast, track and report on statistics, overall program effectiveness, cost trends and similar performance metrics.
      • Create harmonious working relationships with multiple collective bargaining units and ensure consistent application of labor policies, contract provisions and hiring guidelines; fulfill required responsibilities in grievance and arbitration processing and adjudication.
      • Provide guidance and direction to subordinate supervisors and other staff concerning complex or sensitive issues and problems; review existing policies and procedures and recommend improvements or modifications to higher-level management.
      • Provide supporting data and recommendations to management in the formulation of the operating and capital improvement budgets; manage and administer the budget; authorize expenditures within designated authority level; monitor budget and maintain expenditures within approved levels; manage and administer contractor and vendor service, supply and related contracts as required. Determine, ensure, and allocate all required personnel, financial and equipment resources to effectively implement the SSQA program.
      • Participate and represent SSQA in a wide variety of internal and external work groups, project teams, committees and task forces.

      • Three to five years of increasingly responsible experience dedicated to transportation safety, traffic safety and/or industrial safety and one year of lead or supervisory experience OR any equivalent combination of experience and education which provides the applicant the knowledge, skills and abilities required to perform the work.
      • Knowledge of and experience in applying the full scope of local, state and federal codes and regulations.
      • Knowledge of workforce planning and budget administration. Budget planning and organizational skills.
      • Knowledge and skill in program and project development, implementation, management and evaluation.
      • Excellent leadership, oral and written communication, interpersonal and customer service skills. Skill in planning and delegating work assignments and conflict resolution.
      • Skill in statistical, operational and trend analysis, and problem-solving. Skill in handling multiple competing priorities.
      • Skill in working with a variety of individuals from diverse backgrounds and all levels of an organization.
      • Skill in establishing and maintaining effective working relationships and team building. Skill in use of automated management information systems, personal computers, word processing, spreadsheet, database management, presentation and similar applications.
      Highly competitive candidates will have (desired, but not required):
      • Knowledge of and experience applying local, state and federal regulations for bus and rail system safety and for relevant industrial, environmental and traffic hazards
      • Knowledge of the operations, policies and procedures of a transit organization.
      • Knowledge of and experience applying the full scope of local, state and federal codes and regulations that apply to employee health and safety, including knowledge of industrial hygiene surveying and sampling. Skill in determining health risks and interventions.
      • Knowledge of the accepted approaches, protocols and technical investigation of mass transit accidents and critical incidents, including applying regulatory intent.
      • Knowledge of emergency management and disaster preparedness.
      • Skill in analyzing emergency conditions and directing appropriate resources.
      Necessary Special Requirements
      • Washington State Driver License and the ability to travel throughout the county in a timely fashion.

      Other Position Information
      This position is exempt from the provisions of the Fair Labor Standards Act and not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday. Work hours are comprised of a 40-hour work week, normally 8:00 a.m.-5:00 p.m., Monday through Friday and participation in the On-Call rotation within the KCM Safety and Security Sections.

      The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
