  Position Overview:
  SDOT is looking to hire a Transportation Operations Center Operator (under the City classification title of Associate Civil Engineering Specialist). The TOC Operator is responsible for effectively and efficiently responding to all incident and operational needs that occur within the Transportation Operations Center (TOC). The TOC Operator shall possess a thorough understanding of the various system tools and operational procedures utilized within the TOC and will report directly to the Shift Lead/Senior Operator.
  The Transportation Operations Center operates 24/7 and this position includes shift work. The Operator is assigned a set schedule, and is expected to maintain flexibility to cover any shift. Most shifts include either off hours, swing, graveyard, and/or weekend and holiday work, which includes shift differential and/or overtime time pay, when applicable. Individuals holding this position shall be capable of working independently and performing routine TOC functions, including but not limited to:
  • The dissemination of information regarding active incidents;
  • Coordination with emergency response units;
  • Maintaining a working knowledge of all system applications;
  • Continuous monitoring of system devices;
  • All traffic and safety related operations, record keeping duties, and common office work(word processing, spreadsheet, database management) associated with the smooth operations of the TOC;
  • Support department goals in promoting diversity and social justice.
  Examples of duties include:
  • Monitor system resources to quickly detect and identify incident or hazardous conditions;
  • Coordinate incident management efforts with internal and external agencies;
  • Monitor Roadway Weather Information System (RWIS);
  • Assist the TOC Supervisor in preparing incident and construction event information for subsequent dissemination;
  • Display library or template based variable message sign messages in accordance with TOC guidelines.
  Minimum Qualifications:
  • Requires two (2) years of Civil Engineering experience and an Associate Degree in Civil Engineering Technology or two (2) years of college level coursework in engineering and construction technology (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class);
  • Current Washington State driver's license or evidence of equivalent mobility.
  
  Successful candidates will possess many of these additional qualifications or be able to demonstrate comparable experience and expertise:
  • Experience working for a municipal transportation department;
  • Working knowledge of Traffic Operations Center (or equivalent) operations;
  • Working knowledge of central operating platforms for traffic cameras and electronic message signs;
  • Effective oral, written, and interpersonal communication skills;
  • Ability to effectively work in a multi-cultural workplace with a diverse customer base.
  Work Environment/Physical Demands:
  • Most work is performed in a normal City work/office environment with one remote day, per pay period.
  • Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances and work in or near construction sites;
  • May be required to lift over 50 pounds;
  • May be required to stand, walk, or bend for extended periods of time;
  • Overnight travel may be required.
