      The City of Norfolk has embarked on a new paradigm for multimodal transportation that will provide a range of mobility options to support all residents, businesses, and visitors. The city has embraced safety as the number one priority for our multimodal transportation system. Our goal is to have zero traffic related fatalities or major accidents on our roadways that involve pedestrians or bicycles. The City of Norfolk is moving toward a safe and healthy transportation system that accommodates all users and modes of transportation. Norfolk’s central focus is to move people, not just cars. We are challenged to link our city’s land-use and economic development investments with our transportation strategy in a manner that supports Norfolk’s overarching vision and goals for a 21st century economy and workforce.

      The City of Norfolk is currently seeking an experienced Transportation Strategic Planner. The Transportation Strategic Planner will be responsible for serving as the Manager of Multimodal Planning & Project Development in the shaping of The City of Norfolk Transportation policies. Work involves developing, coordinating and supervising the planning process for the City's Department of Transportation.

      Essential functions include, but are not limited to:

      • Advances the City of Norfolk's Multimodal Transportation Master Plan.
      • Monitors the City's transportation strategies and project goals.
      • Lead and manage the city’s micro mobility program, including Lime e-Scooters and e-Bikes.
      • Develops and executes a public outreach strategy to be used in planning and project development initiatives for the city.
      • Conducts spatial analyses and mapping for transportation planning purposes.
      • Manages and monitors work performance by supervising subordinate program and project managers.
      • Monitors transportation budgets and secures state and federal grant funds, including the development of proposals and applications.
      • Develops and manages budgets for specific transportation projects and provides oversight to assigned budget areas.
      • Prepares for and attends regional meetings.
      • Monitors, reviews, and comments on significant transportation proposals at the federal, state and regional levels.
      • Prepares written documents and presentations that support the recommended strategies.
      • Outlines the business case for implementing the strategies.
      • Serves as the department liaison for all City planning efforts to represent transportation goals in these initiatives.
      • Coordinates with regional and state agencies for transportation planning efforts at the regional and state level.
      • Develops and maintains productive relationships with City staff and leadership, other localities, the regional transportation planning organization, and state and federal.
      • Leads the city’s Vision Zero Program.
      Required:
      • Bachelor’s Degree with 5 years’ experience in progressively responsible transportation assignments, including multimodal transportation planning, project development and management.
      Preferred:
      • Master’s Degree with 4 years’ experience in progressively responsible transportation assignments, including multimodal transportation planning, project development and management.
      • Experience in developing a multimodal transportation plan.

      • Preferred: American Institute of Certified Planners (AICP) Certification
      Work Schedule: M-F, 8:30 A.M. to 5:00 P.M. and as needed
