      SUMMARY

      This position supports the California Department of Public Health’s (CDPH) mission and strategic plan to advance the health and well-being of California’s diverse people and communities by spearheading the development of the Trauma Mitigation & Response Unit (TMRU) to support the restoration and care of our employees and workplace culture. The Trauma Mitigation and Response Unit Consultant will work with the Office of Policy and Planning (OPP) and CDPH Leadership to assist in the organizational transformation of CDPH into a trauma-informed workplace, and a trauma-responsive culture by supporting current trauma mitigation and response activities and developing the infrastructure to grow and develop the unit.

      The Trauma Mitigation and Response Unit will have three interconnected pillars of work focused on:

      • Organization-wide Trauma Mitigation and Response training, education, professional and workforce development.
      • Creation of trauma-informed, trauma-sensitive, and trauma responsive culture specifically as it intersects with equity, diversity, and inclusion (ED&I) and anti-racism/anti-oppression work; and
      • Critical Incident Response

      The Trauma Mitigation and Response Unit Consultant will work with the OPP leadership and CDPH Assistant Director to plan, develop and launch the CDPH Trauma Mitigation and Response Unit within OPP, incorporating the three areas of focus to bring a trauma informed approach and systems to California’s public health workforce.

      Salary: $86,000/year to $107,000/year depending on experience/qualifications.

      Must be able to work flexible hours, including weekends and holidays.

      ESSENTIAL FUNCTIONS

      • Work with OPP and CDPH leadership to develop and initiate the Trauma Mitigation and Response Unit (TMRU) infrastructure including the development and staffing of the unit.
      • Review, analyze, and develop summaries and recommendations of trauma responsive frameworks, best practices, and approaches. Leverage existing strategic planning documentation to establish and create TMRU including development of project plans, timelines, establishing objectives and key results and providing updates to OPP and DO leadership.
      • Utilizing a lean approach, develop, coordinate, and deploy an A3 for CDPH’s trauma-responsive transformation.
      • Provide project management for department-wide efforts to build in-house capacity through a train-the-training facilitator model to widen the reach and utilization of trauma informed systems and approaches.
      • Assist in the evaluation design for training/educational offerings and impact of the Trauma Mitigation and Response Unit.
      • Oversee TMRU contracts including the training contractor scope of work, schedule and budget to ensure deliverables are completed on time and within budget.
      • Coordinate the development of trauma responsive training curricula tailored to public health workforce. Collaborates with health equity liaisons in developing curricula, facilitator trainings, and other trainings offered to CDPH and local health jurisdictions workforce.
      • Work with Director’s Office and Office of Policy & Planning to coordinate Lodestar delivery of trainings to CDPH staff, contractors, and local health departments. Requires presence on site for week-long training events at CDPH Sacramento offices and other sites across the state.
      • Establish standard project monitoring tools to ensure milestones are met, project activities, timelines, and budgets are implemented, and project status reports are submitted in a timely manner.
      • Provide progress status updates via written reports, dashboard visualizations, and verbal presentations for CDPH and CalHHS leadership.
      • Works closely with Organizational Change Management to develop messaging and communication plans.
      • Identify and present opportunities for future strategic partnerships with local health jurisdictions and other CalHHS departments.
      • Assists in the preparation of grant proposals, abstracts and other publications.

      JOB QUALIFICATIONS

      • Three years of experience implementing transformation initiatives in public health. Experience in the design, delivery, and evaluation of trauma-informed training efforts.

      Education/Experience

      • Master’s degree in public health or equivalent field.
      • Experience in successfully working with a multi-disciplinary team, including leadership, programs, and contractors.
      • Experience developing training curricula/programs for diverse audiences.
      • Experience in project management
      • Excellent decision-making skills to independently and effectively analyze situations and provide reasoned recommendations and fair and equitable decision making.
      • Must be resourceful and able to work independently with minimum supervision.
      • Ability to establish priorities with a high degree of independence, effectively managing & shifting priorities, and time-sensitive projects to meet deadlines and program needs.
      • Excellent organizational skills to set priorities, achieve timely progress on multiple and simultaneous tasks, meet deadlines, maintain a high level of productivity.
      • Skills to interpret, understand and implement complex policy.
      • Skills to exercise independent judgment and discretion in confidential matters.
      • Performance Improvement experience using Lean.

      Other Skills, Knowledge, and Abilities

      • Strong verbal and presentation skills. Ability to make presentations to audiences with varying degrees of background and knowledge.
      • Program/project management oversight experience and ability to develop status reports and dashboards.
      • Excellent grammar, editing and proofreading skills to write routine correspondence, grant applications, and project progress reports.
      • Skills in writing detailed, analytical reports and proposals that are concise and logical.

      WORK ENVIRONMENT

      Primarily remote with some travel to coordinate onsite trainings. Travel only within California.

      Must have functioning internet access at remote location. There is no reimbursement for internet access. Must be able to attend virtual and in-person meetings as needed.
