- CIPM, Certificate in Investment Performance Measurement
- Monitor, evaluate and communicate short-term and long-term liquidity needs.
- Prepare research reports related to a variety of topics, including investment instruments, financing options, regulatory changes and their applicability to the organization to support strategic decision making.
- Participate in timely preparation and analysis of information including standard reports, schedules, financial plans, budgets, compliance reporting and analytical reviews.
- Monitor compliance with regulatory requirements, relevant policies and prudent financial management practices in respective functional areas. Review work procedures for overall effectiveness and consistency with recommended and/or best practices. Develop and recommend procedural changes and coordinate implementation of changes as approved.
- Assist with management of service provider contracts in relevant functional areas including participation in Request for Proposal preparation and evaluation of responses, contract preparation and execution, invoice processing and monitoring of compliance with contract insurance requirements.
- Assist in preparation of reports and exhibits related to various functional areas within Treasury. Provide related footnotes and related schedules needed for Denver Water’s annual audit.
- Provide operational backup in various functional areas of Treasury, as needed, and perform related work as required.
- Uses quantitative methods and tools to perform complex analytical activities involving project financing, investment activities, retirement plans, and cash management practices, and effectively communicates information to stakeholders at various levels.
- Provides research reports related to a variety of topics, including investment instruments, financing options, regulatory changes and their applicability to the organization to support strategic decision making.
- Ensures timely preparation and analysis of information including standard reports, schedules, financial plans, budgets, compliance reporting and analytical reviews.
- Recommends, improves and implements changes in process and system to streamline operations.
- Represents section/division in divisional/organizational projects as a project lead or a participant.
- Uses independent judgement to develop needs assessment and/or alternative solution recommendations at an organizational or division level.

- Monitors and interprets cash, equity, and debt market trends as they relate to the investment of water works funds, retirement plan management and debt management.
- Provides operational backup in various functional areas of Treasury, as needed, and performs related work as required.
- Monitors and evaluates short-term and long-term liquidity needs.
- Performs capital market analysis and reviews investment policy guidelines to ensure compliance in making investment decisions.
- Makes recommendation and implements investment strategies for internal investment portfolio.
- Executes trades; coordinates trade settlement and ensures completeness of executed trade documentation.
- Performs annual broker/dealer review.
- Establishes and maintains relationships with service providers, including custody banks, trading platform provider and broker-dealers.
- Monitors and manages retirement plan cash flows, including capital call management for alternative asset classes and coordinates plan asset rebalancing, as needed.
- Compiles and maintains records related to retirement program, including account documentation, periodic manager statements, performance reports, studies and analytical reports.
- Performs periodic investment performance reconciliation, prepares summary performance reports for retirement program.
- Participates in investment manager searches; collaborates with Office of General Counsel and external legal counsel, as needed, in completing subscription documentation, establishes and maintains relationships with investment managers and other retirement plan vendors, participates in and maintains notes from the manager meetings.
- Ensures timely documentation of all actions taken on behalf of retirement program during the year and provides periodic summary reports to internal staff and trustees.
- Assists with retirement plan presentations and trustee meeting materials, data preparation and providing data for retirement program-related projects.
- Completes annual comprehensive financial report and popular report for the defined benefit retirement plan and the 401 (k)/457 plans.
- Assists with debt issuance process, including development and maintenance of bond issuance calendar, participation in completion and review of the official statement, development of rating agency presentation, and completion of expense reimbursement documentation of bond proceeds.
- Maintains chart of accounts for retirement plans and cash and investments.
- Gathers and analyzes monthly investment statements from fund managers and custodian, and journals activities for pension, 401(K) and 457 accounts.
- Gathers and analyzes monthly bank and investment bank statements and records journal entries in general ledger.
- Provides support activities related to year-end external audits, including preparation and/or review of financial and statistical schedules, journal entries, PBC (Prepared by Client) audit checklist and financial statements.
