- Articulate and ensure Treasury’s business priorities are represented in the solution design and implementation.
- Serve as the primary interface between the Treasury solution delivery team and the PTAS project management office.
- Collaborate with project team to develop, negotiate, and review contract documents relating to Treasury scope.
- Capture and define Treasury’s solution requirements and ensure that user stories meet those requirements.
- Accurately reflect Treasury business processes and design expectations to the technical implementation team; facilitate change management efforts and business process re-design as appropriate.
- Create, order, and clearly communicate Treasury’s product backlog items, sprint priorities, and overall project priorities.
- Coordinate with product owners/leads for the other project teams and architects to synchronize, sequence, and plan work across the entire PTAS Assess-to Collect solution.
- Review and approve project plans for system integration, data migration, testing, training, and cutover to ensure business continuity during system implementation.
- Deliver agreed Treasury sprint work by ensuring the Software-Development-Life-Cycle’s definition of done has been met by team members.
- Oversee Treasury’s overall business testing effort and validating contractor deliverables.
- Track and report out progress and problems to FBOD/Treasury leadership and stakeholders.
- Experience as a Product Owner for a large information technology (IT) initiative.
- Proficiency in Agile software development methodologies, such as Scrum.
- Experience with software product management tools such as Azure DevOps.
- Working knowledge of Enterprise Resource Planning (ERP) software systems, including finance and accounting functions.
- Experience with IT contract negotiations and vendor management.
- Ability to work independently under moderate guidance and supervision and collaboratively as a team member.
- Strong communication, interpersonal, writing and customer service skills
- Intermediate level of technology proficiency using MS Office Productivity tools in your daily work
- Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products
- Ability to work with people from diverse backgrounds.
- Experience implementing multi-million-dollar IT solutions for large government agencies.
- Property tax collection knowledge or background.
- Experience or familiarity with the design and functionality of Microsoft Dynamics 365 F&O.
- Experience with LEAN processes and principles
- Experience with SharePoint, MS Teams and other collaborative online tools
King County’s Finance and Business Operations Division, Treasury section, is seeking a Treasury Product Owner (Special Project Manager 2) for the Property Tax Administration Systems (PTAS) project!
This recruitment is to fill a Term-Limited Temporary position that is anticipated to end in December 2028. This position will only be filled as a Term-Limited Temporary.
The Property Tax Administration (PTAS) project is a highly complex, multi-year initiative to develop and configure the Microsoft Dynamics 365 platform to replace King County’s legacy property tax billing and collection system. The PTAS Project will deliver a new fully integrated assess-to-collect system to serve the needs of the County and its taxpayers for the next decade and beyond.
The Product Owner will be responsible for driving the strategic vision and execution of Microsoft Dynamics 365 Finance and Operations (F&O) within Treasury. This role involves collaborating closely with cross-functional teams, stakeholders, and end users to define and prioritize feature development, ensuring that the product aligns with industry trends and end users' needs. The Product Owner will act as the primary point of contact for all Treasury-related functionalities, translating business requirements into actionable development tasks, and guiding the agile development team to deliver high-quality solutions.

Other Position Information:
This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday. This position is not represented.
The work associated with this position will primarily be remote.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work, remain available and responsive during scheduled work hours, and following FBOD’s Hybrid and Remote Guidelines including on-camera participation during virtual video meetings. King County has a robust collection of tools and resources to support working remotely.
