      Job Overview:

      The Deputy Director, Programs (DDP) oversees the development, implementation, and management of, and provides strategic direction for, the overall program portfolio, working closely with operations and support departments across the program cycle and in advancing the country program’s strategic priorities. The DDP reports to the Country Director, is a member of the Libya Country Program Senior Management Team (SMT), and directly supervises IRC Libya’s technical (Health, Integrated Protection and Governance), MEAL, and Grants & Partnerships Coordinators.

      Key Responsibilities:

      Program Development

      • Provide leadership in analyzing, making decisions related to, and pursuing program development opportunities that are aligned with and contribute to the achievement of IRC’s strategic objectives.
      • Provide guidance on and promote accountability for ensuring program design and development is informed by data including client feedback, is adapted to context, and utilizes technical best practices.
      • Work with colleagues across departments in the country program, region, and HQ to identify funding opportunities and develop competitive, responsive proposals to maintain and/or develop new programming. During the assignment period, this may include (but may not be limited to): AICS, USAID, UNICEF, UNHCR, UNDP.
      • Maintain relationships with existing donors and partners and engage potential new strategic donors/partners.
      • Advance the IRC Libya business development strategy.

      Program and Partnerships Management

      • Promote sound program management and effective coordination across departments in program cycle management processes. During the assignment period, this will include, but is not limited to timely, well-coordinated project closeout for the ongoing AICS project; closing of several emergency grants; close monitoring of remaining East emergency grant spending and implementation.
      • Work with other SMT members and department heads on timely and well-coordinated start-up of new grants/projects when applicable.
      • Working with the relevant Coordinators/Department Heads, monitor grant spending, procurement, implementation plans and contextual developments impacting project and partnership management.
      • Support technical coordinators in coordination with MEAL to develop, adapt, and implement appropriate monitoring and evaluation tools and systems that promote/enhance program effectiveness, quality, and learning.
      • Promote and provide strategic guidance on work in partnership across the IRC Libya portfolio.

      Strategy planning and strategy implementation

      • Contribute to the implementation, monitoring, and review/updating of the Strategy Action Plan (SAP) and SAP-implementation plan. During the assignment period this will include facilitating status updates and engaging commitment owners on plans for the remaining period; overseeing the planning and delivery of SAP milestones or country-specific actions where the DDP or members of her team are owners/co-owners.
      • With others in SMT, play a lead role in ensuring any work related to the next SAP phase is carried out per guidance, timelines, etc.
      • Identify and put into action opportunities to enhance understanding, knowledge, and skills related to strategic frameworks, tools, and standards. During the assignment period, this will include, but is not necessarily limited to, driving forward plans for PEERS self-assessment and government engagement strategy.
      • Promote/oversee the operationalization of outcome strategies at the country-level.
      • Work with other members of SMT to carry out a range of strategic planning initiatives and develop and drive forward related action plans.
      • Contribute to/review a range of communications and advocacy initiatives and outputs.

      Team Management

      • Directly oversee technical teams to promote and ensure quality programming aligned with strategic priorities and effective cross-departmental collaboration.
      • Oversee MEAL and Grants and Partnerships units to provide timely, quality support across the portfolio in program design and development; grants management and compliance; partnerships management; and MEAL systems and standards.
      • Supervise technical, MEAL, and Grants & Partnerships Coordinators in the day-to-day management of their respective workloads and priorities as well as support strategic issues/decisions, problem-solving, and internal and external coordination efforts.
      • Hold regularly scheduled one-on-one meetings with direct reports and periodic team meetings among sector/department leads.
      • Maintain open, professional, and productive relationships with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
      • Handover notes will be provided covering more detailed priorities and tasks for period of engagement.

      Requirements:

      • Graduate degree in international development/affairs, public administration, or another relevant field preferred.
      • 7-10 years of progressively responsible professional experience including management of multi-sectoral programming and multi-disciplinary teams.
      • Prior experience working in leadership and senior management roles.
      • Strong familiarity with IRC’s core programming areas in Libya and IRC strategic frameworks; demonstrated understanding of and experience developing, implementing, and/or monitoring strategy action plan delivery.
      • Experience working on, coordinating with, and/or overseeing business development, grants and partnerships management, and MEAL; firm understanding of related processes, tools, and standards.
      • Exceptional interpersonal, diplomatic, and coordination skills internally and with external stakeholders are essential.
      • Superior oral and written communication skills, with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders; excellent English written and verbal communication skills.
      • Demonstrated experience with representation and donor engagement.
      • Ability to respond to multiple priorities in a timely manner.
      • Full professional competency in Microsoft Office Suite, especially Word, Excel, PowerPoint.
