- Maintain systems, processes and templates to support effective financial management of MMA network operations and activities, including but not limited to, developing budgets, management reporting / performance monitoring, cash flow forecasting, and financial risk management
- Manage supplier payments, and grantee payments and invoicing/transfers processes
- Review existing and historical financial management processes to understand and identify solutions to current challenges, in collaboration with MMA core team and finance staff at IRC.
- Ensure that MMA financial processes and templates are aligned with IRC systems (Integra, PowerBI, OTIS) to streamline interoperability and reduce complexity between IRC and MMA interfaces.
- Lead continuous improvement of MMA’s financial management systems, processes and day to day operations.
- Work closely with the MMA Director to develop the multi-year budget and fiscal plan for approval by the Steering Committee.
- Work closely with all stakeholders to ensure the accuracy, completeness and shared understanding of budget and reforecast submissions, including approved investments. · Conduct comprehensive financial analysis to inform strategic decision-making in relation to MMA’s activities, operations and sustainability
- Undertake financial analysis to identify trends, discrepancies, and potential improvement areas to promote data-driven decision-making
- Communicate financial performance and key insights effectively to internal teams and external stakeholders.
- Oversee, monitor and control the financial position of funding, including budgets, cash flows, revenue, expenditure and indirect cost recovery. Identify risks and communicate them timely to relevant stakeholders, as well as develop and lead the implementation of corrective actions pertaining to findings.
- Review ongoing project-related expenditures and transaction history and their account and cost center allocation. Including, all salary mapping, purchase orders (PO), invoices and purchase requests (PR) and all payment documents (PRF, TER) for proper coding, supporting documentation and budget adequacy.
- Ensure accounting records are kept up to date and free from errors and responsible completing journal adjustments, re-codes and resolving any other identified issues.
- Perform the compilation and consolidation of any required financial reporting (interim, annual, final), ensuring that they are complete, comply with donors’ specifications and internal policies, reflect costs incurred, are supported and consistent with financial records, reflected in the correct periods and properly allocated to budget categories.
- Perform balance sheet reconciliations on a monthly and on a timely basis and review final reconciliations and trial balances with the MMA Director and Associate Director of Programme Finance.
- Responsible for ensuring financial adherence to internal policies, procedures and guidelines as well as compliance with statutory donor requirements including – but not limited to: donor compliance, programme expenditure, planning and budgeting, year-end closing, carry forward, accounting and reporting.
- Preparation of budget guidelines and tools to assist the MMA Director to develop MMA Operating Budgets. Responsible for reviewing, populating and consolidating the Operating Budget.
- Coordinate with IRC HQ on updating and maintaining the MMA Operating Budget and reforecasts.
- Maintain accurate budgets for all funding sources in Integra. This will include preparation, uploading and posting all original and revised budgets in Integra.
- Contribute to the effective monitoring of award spending and responsible for developing spending and plans and providing the MMA Director with monthly actual-to-budget expenditure reports (BvAs) and analysis for all funding. Identify opportunities, or risks that may lead to overspending or underspending and address them in close cooperation with the MMA Director and Operations Officer.
- Provide timely, accurate and relevant project financial information to the MMA Director, IRC HQ and the Steering Committee about the Operational Budget.
- Ensure all policies and procedures comply with donor policies. Ensure all supporting documents are available and filed according to best practices (including but not limited to grant contracts and schedules, accounting books, reconciliations, invoices, transfers, contracts, time-sheets, procedures, accounting statements) including on IRC’s internal grants management system.
- Monitor and track donor income, payments, reporting deadlines, project audits and indirect cost recovery in collaboration with the MMA Operations Office and IRC HQ.
- Provide support to enable effective financial management by the partner. This will include reviewing partners’ budget and financial reports.
- Prepare donor financial reports according to accounting, legal and contractual requirements.
- Develop and submit timely and accurate proposal budgets to donors. Complete budget realignments and cost modifications in-line with donor guidelines. Provide technical advice and sign-off when relevant to proposals and awards.
- Maintain existing award allocations and prepare new awards, including creating relevant coding, for projects and budget uploads on Integra and OTIS.
- Participate in and prepare relevant documentation to support Grant Opening Meetings, Grant Review Meetings and Grant Closure Meetings for each donor grant and sub-grant to ensure adequate management of project finances.
- Provide support for any donor audits that are undertaken.
- Review and feedback on budgets and invoices for sub-contractors, sub-grantees and any other project spend. Ensure statutory and donor requirements, as well as the related internal policies and procedures are understood and followed by MMA staff, providing relevant support and training for financial considerations in sub-contracts
- Leverage IRC’s financial systems to improve reporting and analysis capabilities. Manage the transition to new reporting tools where appropriate.
- Develop and lead the implementation of improved and / or corrective actions pertaining to findings and observations from internal review and / or audits.
- Contribute to strengthening the financial skills, oversight, and understanding of financial policies and procedures by MMA staff. Support non-finance staff to develop their financial management capacities, providing training as required.
- Qualified accountant with demonstrable experience of financial planning and analysis;
- Able to generate insights from analysis of financial data, with experience of developing financial models to inform strategic decision making
- Track record of ensuring compliance when working across multiple funding streams
- Excellent communication, interpersonal, and diplomatic skills: the ability to effectively liaise with colleagues in a diverse multi-cultural environment
- Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced team environment and the ability to apply creative problem-solving skills
- Flexible work attitude: the ability to work productively in a team environment & independently and ability to meet unexpected demands
- Advanced computer skills: MS Office with expertise in Excel. Experience with cloud-based planning tools, PowerBI and large complex ERP systems is desirable
- Ability to communicate complex financial data effectively to non-finance Officers.

The Moving Minds Alliance (MMA) works to scale up the financing, policies and leadership needed to effectively support young children and families affected by crisis and displacement everywhere, with the aim to rebuild resilience and foster the wellbeing and development of families and their young children.
Since mid-2022 the MMA has been hosted by the International Rescue Committee (IRC) and follow and leverages the IRC’s administrative and financial policies, process and systems.
The MMA is looking to hire a Finance TTA. The post-holder will review, streamline and implement financial management models / tools so the MMA Team can use IRC financial systems optimally and adapt them to MMA requirements, and ultimately ensure the MMA Team can function effectively, efficiently, transparently and accountably.
They will be appointed on a 0.5FTE basis for up to six months.
Purpose of the Role
The Finance Officer is a critical new role within MMA, with key strategic and operational responsibilities.
The post-holder will provide essential support to the Director and Operations Officer in managing the network’s financial operations. They will provide proactive and responsive financial support, analysis, and advice.
The post-holder will support the Moving Minds Alliance to develop their long-term financial management capacities through developing and implementing financial systems, policies, and procedures to optimize planning, monitoring, reporting systems and ensure performance is managed efficiently and effectively with sufficient oversight.
The post-holder will be required to develop and monitor budgets, maintain financial records, analyse financial data, communicate financial performance and produce a range of financial management reports suitable for various stakeholders.
Critically, the post-holder will ensure that MMA’s financial systems and processes are maintained in accordance with IRC’s processes and systems.
They will provide recommendations to support longer-term strengthening of MMA financial management capacity including through ongoing mentoring and coaching support.
