      Title: TTA - Partnership Coordinator

      Sector: Program Administration

      Location: Bujumbura, Burundi

      Start Date: ASAP

      Duration: 3 Months

      Scope of work & objectives:

      The TTA-Partnership Coordinator will support the administrative, compliance and the partnership management during the assignment. The role is also interned to make sure that all the new PEERS principals, tools and guidance are using throughout the partnership cycle management.

      Working closely with the current Partnership team, Grant team, the Projects leads, the Technical Advisors, the finance leads and other departments focal points, he/she will have the support from the DDP and the Central Africa regional Team (Sr Program & Partnership Advisor, the MEAL advisor, the Safeguarding Advisor & RPAS Team).

      Responsibilities:

      Business development

      ·Coordinate the streamline of the Partner first approach throughout the Business Development by supporting the Technical Coordinators on asking “Why not partner, Partner as equal” (i.e. selection of partners by the TC, collaborative designing, integration of the partners added value equitable breakdown of the budget, maximization of the ICR to the partners when feasible, using partnership language in the narrative…)

      ·Coordinate internally closely with Programs and Finance teams during preparation of proposals, budgets, and concept notes for partners active involvement.

      ·and with partners to incorporate inputs after internal review of the partner’s proposal.

      Partner ‘capacity analysis & development

      ·Organize orientation session with all the internal focal points on the guidance & tools of conduction a PCA as well as having preparation & planning sessions with partners.

      ·Conduct timely organizational capacity assessment for each partner organization and provide.

      constructive feedback to partners on areas they are doing well, gaps and type of support to be provide.

      ·Establish capacity development plans for each partner based on the results of the organizational capacity assessment.

      ·Provide capacity development initiatives to partners based on the capacity development plans established with the partner either through trainings, coaching or mentorships in a perspective of mutual learning.

      ·Upload the full report and the attached documents on OTIS.

      Partnership agreements

      · Select the most appropriate & suitable agreement suitable to the specific donor and review till the signing.

      · Coordinate internally and with partners to incorporate inputs after internal review of the partner’s agreement to ensure compliance under the guidance of the Partnership & the Grant Coordinators.

      · Coordinate the Preparation and make sure contract agreements are done on time and avoid delays in facilitating contracts signing by the partners whilst ensuring that all supporting documentations are in place as far as compliance is concerned.

      · Follow up on partners agreement with coordination with all internal relevant units, including completing the OTIS flow.

      Partnership Management & Coordination

      · Ensure that monitoring plans, visits and tools are in place for donor compliance and progress against objectives, and that key monitoring information and reflection session and learning are documented.

      · Participate in regular partner monitoring visits to engage and support partners in the implementation of their daily activities, ensuring adherence to donor and IRC regulations.

      · Update the Partnership Support Tracker on a regular basis.

      · Response to the other request from the DDP, the SMT or the Regional Senior Program & Partnership Advisor

      ·Proactively work on compliance requirements and provide support on corrective measures in line with the PEERS (The Partnership Excellence for Equality and Results System) policy guidelines.

      ·Conduct periodic meetings with partners to understand challenges, areas for improvement as well as gaining feedback on various matters.

      ·Work closely with the Partnerships Manager to identify bottlenecks and challenges at an early stage and ensure that the same are addressed at earliest.

      · Maintain and coordinate partners’ program, finance and compliance monitoring schedules and coordinate support for partners to address any concerns or issues that may arise.

      · Set up the Partnership working group and train the members.

      ·Participate during program progress review meetings on workplans with both Finance and programs team that would help partners to be on track with implementation and spending.

      ·Support early identification of risks and recommend risk mitigation measures to senior management where possible.

      ·Coordinate with the Grants and Programs teams to promote quality program delivery through partners as well as enhancing quality and timely reporting, both narrative and financial reports whilst at the same time advocating for partnership

      ·Establish and document any learnings from partnership work and share it with the relevant team members to advance learning.

      · Coordinate partner mapping update and partner capacity development including stakeholder analysis.

      · Coordinate the organisation of Forums and Meetings with Partners

      · Coordinate regular communication with Partners

      Capacity Development

      ·Collaborate with other IRC units including Finance, MEAL, Programs, Supply chain or HR in providing capacity development to the partners based on their needs.

      ·Monitor progress on capacity development provided to partners, draw any lessons and be able to realize any improvement in terms of growth of their organizational capacity.

      · Building the capacity of the SMT and key Partnerships Team focusing on the adequate needs.

      · Running learning meetings with partners when feasible

      · Produce at the end of the project, a partner ‘skills & expertise report that include of the lesson learned, the best practices and other added values documented from the partners achievements.

      Documentation and Reporting:

      · Ensure that comprehensive electronic and physical files for partnerships are produced.

      · Support in preparing of IRC internal reports and analysis, payment requests and monitoring of partner financial & program report.

      Oversee and work with project lead and other partnership staff to review monthly internal reports and support the drafting and compilation of partner reports into overall donor reports.

      Requirements:

      ·Master’s degree in social sciences, Development studies or equivalent. A bachelor’s degree with a long experience in Partnerships would be acceptable.

      · Minimum 5 - 10 years’ experience in the humanitarian or development sector.

      ·At least 3 or above years of progressively responsible professional experience in managing partners in a complex environment.

      ·Previous experience in an emergency or conflict-afflicted setting is required.

      Demonstrated Skills and Competencies:

      ·A commitment to IRC’s mission, vision, values, and IRC Safeguarding and P&C policies.

      ·Credible written, presentation and verbal communication skills both in French & English; ability to convey information effectively and solid experience providing training and staff development.

      ·Validated sense of professional discretion, integrity, and ability to handle complex situations diplomatically and to effective resolution.

      ·Excellent management and interpersonal skills and a solid ability to promote harmonious/cohesive teamwork, in a cross-cultural context.

      ·Validated ability to plan long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional patience.

      ·Highly collaborative and resourceful; ability to establish positive working relationships with senior level management and all other partners to maximize cooperation and productivity.

      ·Analytical ability in creating effective solutions to complex matters while adhering to labor laws and internal policies.

      Working Environment: Hybrid in person & remote working, living in the Guest House with other expatriates Staff in Bujumbura /Burundi
