GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
Performs advanced project management work in support of the Texas Department of Motor Vehicles (TxDMV) Information Technology Project Management Office (IT PMO). Work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. Will direct, assign, and evaluate the work of project staff. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Official sealed transcripts of all college hours/degrees listed on State of Texas application will be required on or before the first day of employment if selected for the position.
ESSENTIAL DUTIES
Performs advanced project and contract management work including detailed project planning, oversight, and tracking using accepted project management methodologies.
Directs, develops, oversees, and evaluates IT projects using accepted project management methodologies.
Directs, assigns, and evaluates the work of project staff.
Works with staff and contractors throughout the organization to coordinate, plan, assign, supervise, and evaluate the work of the project staff in a matrixed organization structure.
Initiates multi-agency or enterprise-level projects, obtains authorization and commitment, and demonstrates business needs and project feasibility.
Develops project budgets, schedules, work plans, resource requirements, and cost estimates and projections for both TxDMV enterprise-wide Governance team projects and IT initiatives.
Facilitates and oversees the preparation of project proposals, reviews and recommends proposals and bids to management.
Monitors and manages project scope, quality, and cost to ensure that project deliverables are acceptable, fulfill the terms of the project contract or specifications, and are completed within budget.
Identifies potential project risks and difficulties and designs strategies to mitigate or avoid them.
Compiles and distributes project information, project status reports, project budget expenditures and presents to the project Executive Steering Committee and Governance Team.
Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors.
Creates documentation procedures to capture and manage changes in the original project plan.
Provides guidance in developing, planning, and promoting the use of agency project management practices.
Understands state procurement processes, invoicing, and budget tracking.
May travel up to 5% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.
Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
Performs related work as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of local, state, and federal laws and regulations relevant to the administration of projects and the procurement, management, and security of information technology resources.
Knowledge of project management theories and practices applicable to projects that are complex in scope, schedule, or budget.
Skill in project management monitoring and addressing changes in scope, budget, or schedule on projects.
Skill in the use of a Microsoft Project or other applicable project management software tools.
Skill in oral and written communication to convey complex and highly technical information to a diverse audience.
Skill in handling multiple tasks, prioritizing, and meeting deadlines.
Expertise in developing a collaborative, results-oriented team environment, and work across multiple stakeholders
Skill in exercising sound judgment and effective decision making.
Ability to manage project activities, establish project goals and objectives, and identify project risks and gaps.
Ability to demonstrate self-motivation, self-direction, and adaptability; as well as analytical, problem-solving, and conflict-resolution abilities.

!*!MINIMUM REQUIREMENTS
Education and Experience
Bachelor’s degree from an accredited college or university in Technology Project Management, Computer Information Systems, Information Technology, Computer Science, Business, or another relevant field. Six (6) years progressively responsible experience in Information Technology project management. Experience in Information Technology project management may be substituted for education on a year per year basis. Graduate-level education in project management, business, or another relevant field may be substituted for experience on a year per year basis.Preferred Requirements
Experience successfully delivering information technology projects with a government organization.Experience successfully delivering information technology projects in a mid-size to large organization.
Experience successfully managing contracts with external vendors in a government organization.
Experience with the Department of Information Resources Project Delivery Framework and/or managing Quality Assurance Team projects.
Registration, Certification, or Licensure
Project Management Professional (PMP) ® or Agile Certified Practitioner (ACP) certification required.
This position is eligible for remote work in the state of Texas (subject to change). Must attend meetings/trainings at headquarters in Austin, Texas as required by management.

REGISTRATION, CERTIFICATION AND/OR LICENSURE
A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
