      GENERAL DESCRIPTION

      Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.

      Performs highly complex (senior-level) consultative services and technical assistance work for the Texas Department of Motor Vehicles’ (TxDMV) Motor Vehicle Division (MVD). Work involves coordinating MVD’s records requests, coordinating the dissemination of information and research, management of MVD’s Records Retention Programs, and other duties as assigned. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.



      ESSENTIAL DUTIES


      Administers MVD's Open Records Program. Processes all requests for records received by MVD, including requests made under Chapter 552 of the Texas Government Code (Public Information Act) and requests made in connection with subpoenas served on MVD.

      Responsible for the analysis, assignment, coordination, monitoring, record keeping, and responses to all requests for records, including collaboration with TxDMV's Office of General Counsel and other TxDMV divisions as required.

      Ensures records requests are fulfilled in compliance with applicable laws, administrative rules, and agency procedures.

      Administers MVD’s Records Retention Program. Ensures MVD remains in compliance with applicable laws, administrative rules, agency procedures, and applicable retention schedules. Ensures proper storage and destruction of records in accordance with all applicable laws, policies, and procedures.


      May represent the division or department at meetings, conference, seminars, panels, and committees.


      Travels up to 5% of the time. Travels by car (and possibly by plane). May include overnight travel.


      May perform other job-related duties as assigned. Work may include, but is not limited to, planning, development, implementation, analysis, and documentation of division and agency projects and programs; conducting a wide range of research involving various mediums, evaluating findings, and preparing routine reports and special reports with recommendations based on findings; and providing information and assistance pertaining to motor vehicle and salvage dealer procedures, laws, rules and regulations.

      Knowledge, Skills, and Abilities

      Knowledge of statutes, administrative rules, and agency policies related to the program area.

      Skill in the use of a computer and applicable software; skill in customer service and providing accurate, timely information to internal and external customers.

      Ability to gather, correlate and analyze information; ability to interpret policies and procedures; ability to communicate effectively.

      MINIMUM REQUIREMENTS

      Education and Experience

      Bachelor's degree from an accredited college or university or the U.S equivalency thereof in public administration, business administration, or a related field preferred, plus four (4) years progressively responsible experience in the Texas Public Information Act (Tex. Gov't Code Ch. 552), program or project administration, or developing or interpreting policies, administrative rules, or laws. Education and experience may be substituted for one another. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent).

      ADDITIONAL INFORMATION

      Remote work employees must meet these criteria for the remote work location:

      • Adequate desk space in a dedicated, contained area that is secured and protected at all times.
      • Remote work location is in a quiet environment free of background people and noise during business hours.

      REGISTRATION, CERTIFICATION AND/OR LICENSURE

      A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
