Position Description
USAID’s Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. Team ZemiTek, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.
The Office of Global Policy, Partnerships, Programs, and Communications (G3PC) serves as the principal focal point for humanitarian policy development, engagement, and institutional relationships with international organizations and other donor governments, among other areas of focus. The office’s U.S. Engagement, Strategy and Programs (USESP) Division advances BHA’s role as the lead federal coordinator for humanitarian response through strategic legislative engagement and interagency partnerships. Whether embedded on the Legislative Management and GAO Team; the US Policy, Strategy, and Interagency Coordination Team; or the Program, Strategy, and Management Team, the U.S. Policy Specialist will provide dedicated support through a variety of tasks that facilitate USAID/BHA’s engagement with Congress, USG interagency and intra agency stakeholders, and humanitarian partner organizations.

Work Schedule: Full-time, 3 days in office
Salary Range: Full salary range for this position is: $95,000.00 - $102,00.00 a year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.
Clearance Required: Able to obtain a secret level clearance (US citizenship required)
Responsibilities
● Support the drafting of talking points, briefing memos, and other documents that clearly convey USAID/BHA’s policy priorities and programs for a variety of audiences.
● Coordinate closely with USAID representatives in other offices, including USAID’s Bureau for Legislative and Public Affairs (USAID/LPA), to message policy priorities.
● Track and analyze relevant legislation and Congressional interest and monitor Congressional hearings and mark-up sessions.
● Support the review and analysis of U.S. Interagency and USAID policies, guidance, and related documents.
● Advise division, office, and bureau leadership on Congressional and U.S. Interagency issues.
● Prepare senior USAID officials for high-level U.S. Interagency and Congressional engagements, including formal testimony, by drafting remarks, compiling background material, and supporting in-person preparatory sessions.
● Coordinate USAID/BHA’s written response to Congressional and Interagency queries.
● Organize, participate in, and take notes for USAID/BHA-led meetings with interagency, intra-Agency, Congressional, donor, and international organization representatives.
● Support USAID/BHA’s engagement with the Government Accountability Office, in coordination with other USAID bureaus and offices.
● Assist in managing team files, including data entry and file maintenance.
● Support large, U.S. Interagency calls on short notice.
● Serve on a USAID/BHA D.C.-based Response Management Team (RMT) and/or Disaster Assistance Response Teams (DART) overseas in support of humanitarian coordination needs, as requested.
● Perform other duties as assigned.

Qualifications
● Masters degree; zero (0+) years experience
● Bachelors degree and two (2 +) years of experience;
● or high school diploma and six (6+) years of experience.
● Must be able to obtain and maintain a USG-issued Secret clearance for the duration of your employment.
● Must have experience drafting and/or analyzing policy and a basic understanding of USG policy making processes.
● Possess excellent oral and written communication skills.
● Have strong working knowledge of Microsoft Office and Google Suite.
● Possess excellent judgment and reliability.
Preferred Qualifications:
● At least two (2) years of directly related experience with a Master’s degree;
● three (3) years of directly related experience with a Bachelor’s degree;
● or six (6 ) years of directly related experience with a high school diploma.
● Demonstrated experience with Congress and/or U.S. legislative processes, with familiarity of U.S. legislation and/or policy regarding humanitarian assistance or food assistance.
● Familiarity with the international humanitarian assistance environment, operations, related policies, regulations, and relationships among the USG, donors, and other international organizations.
● Have strong organizational skills and exceptional attention to detail.
● Be able to multi-task and work under deadlines in a fast-paced and collaborative environment.
● Be capable of prioritizing tasks and follow up on actions without prompting.
● Be flexible and adaptable to changing circumstances.
