Naval Construction Group ONE (NCG 1) and Naval Construction Group TWO (NCG 2) are Echelon IV commands reporting to Navy Expeditionary Combat Command (NECC). They serve as the administrative Immediate Superior in Command (ISIC) for Active and Reserve Pacific and Atlantic Naval Construction Forces (NCF). Both NCGs include an organic, embedded deployable Battle Staff capable of executing combat service support missions across joint and combined environments, providing command and control (C2) over NECC units in specific military operations.
The role of the NCG is to organize, man, train, maintain, and equip Naval Construction Regiments (NCRs), Naval Mobile Construction Battalions (NMCBs), the Construction Battalion Maintenance Unit (CBMU), and the Underwater Construction Team (UCT) to provide expeditionary engineering forces capable of general engineering, construction, and limited combat engineering across military operations. They also support base facility construction and maintenance, repair of battle-damaged facilities, defensive operations, and disaster preparedness and recovery missions.
To refine construction skills, the Seabee Technical Trainer (STT) located in Port Hueneme, CA, and Gulfport, MS, provides technical instruction to Seabees in ratings such as Builder, Utilities, Electrician, Steel Worker, and Equipment Operator. The instruction is divided into three modules: Basic, Intermediate, and Advanced, covering a wide range of construction skills and techniques.
The scope involves providing skilled instructors to deliver training aligned with Navy Occupational Standards (OCCSTDs), enhancing the capabilities of the Pacific and Atlantic Fleet Naval Construction Force. The training includes developing curriculum, delivering lectures, developing construction procedures, and creating practical trade application events that align with Navy manuals and industry standards.
The employee will serve as the lead instructor, responsible for developing and refining module execution packages, including tools and materials, and constructing mockups for training modules.
Specific Requirements:
Contract support is required to implement the NCG concept of STT operations, including standardization, administrative and operational support, instruction on 26 topics, practical supervision, and module mockup construction. The contractor must ensure compliance with all regulations, manuals, and standards, including NAVEDTRA manuals and industry codes.
Qualifications include extensive experience in construction trades, with minimum years specified for leadership and instructional roles, certification requirements (such as CWE for Steel Worker SME), and proficiency with MS Office and construction management principles. Candidates must be U.S. citizens, in good health, and capable of field training and travel as needed.
Additional experience for Utilitiesman includes working with plumbing, heating, steam, compressed air, fuel systems, water treatment, and distribution systems, as well as the ability to read blueprints, make estimates, and perform repairs and maintenance on related systems.
