      This position requires the applicant to successfully pass a drug screening.
      Work involves the administration and project management of computer systems utilized by the Utility divisions. Complex technical analysis of data system needs. Coordinates software changes or updates to interfaces for the Utility’s Billing and Utility Computerized Maintenance Management System (CMMS) with IT (Information Technology) and software vendor. Conducts user feedback research concerning user interfaces. Directly responsible for the efficiency of workflow processes and maintaining communication between software vendors and IT. Primary contact for initiating support services with vendor and IT. Maintains full oversight of all activities related to technical support to ensure system integrity. Facilitates the development of public trust and confidence in the City and its Utility.

      This position is an Essential classification and will be required to report to duty before, during, and immediately after a civil emergency.

      • Keeps the mission, vision, and values of the City of Port St. Lucie and Utility Systems Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
      • Monitor systems daily and ensure immediate response to security or usability issues.
      • Ensure schedulers and interface processes are monitored.
      • Act as project manager for subject software upgrades and/or conversions as it relates to Utility Connection Support and Utility Billing software.
      • Coordinates support to address issues with current and planned computer systems as they relate to Utility CMMS data and multiple software vendors.
      • Assist Utility divisions in the implementation and maintenance including additions or updates to data within software interface systems.
      • Collaborate with consultants and software manufacturers to research industry standards for best practices and examine new technologies as needed.
      • Review and recommend improvements to work methods to increase productivity and efficiency through troubleshooting.
      • Monitor systems to ensure that all authenticated system users have appropriately delegated access to the systems. Monitor daily scheduler and interface process between Utility Connection Support and Utility Billing software systems.
      • Provide and/or coordinate ongoing training for employees and for changes to software and/or programs.
      • Collaborate with others to ensure CMMS protocol is developed and implement daily Quality Control of data collection systems. Review reports to ensure accuracy of information and analyze discrepancies.
      • Other duties may be assigned.
      SUPERVISORY RESPONSIBILITIES
      Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

      EDUCATION AND/OR EXPERIENCE
      Graduation from an accredited college or university with a Bachelor’s degree in Business Administration, Organizational Management, or Project Management, or related field required. One (1) year of experience with Utility interfaces and CMMS required. Possession of valid Florida Driver’s License and maintenance of clean driving record required.

      KNOWLEDGE, SKILLS & ABILITIES
      • Proficient in Microsoft Word, Excel, Access, and PowerPoint.
      • Advanced knowledge of City’s financial and accounting processes as related to Customer Information Systems (CIS), and advanced knowledge of potential CIS and Utility CMMS.
      • Knowledge of business data processing applications.
      • Knowledge of data systems concepts.
      • Knowledge of personal computers and network systems.
      • Knowledge of operating systems concepts.
      • Ability to establish and maintain effective work relationships with department managers, employees, City departments, and the public.
      • Ability to understand the workflow process between different systems and the affects changes have between interface systems.
      • Ability to present complex information in an understandable and compelling manner.
