      The Town of Clayton is seeking applicants for an Utility Locator for the Electric Depart ment. The Town of Clayton employs more than 300 full-time staff in areas including Police, Fire, and Electric Utilities. The Town of Clayton also offers a range of PT positions including positions in Parks & Rec, Library, and Cultural Arts.

The purpose of this position is to perform responsible technical support work and providing location of water, sewer, fiber, and electric lines and related apparatus.

      • Locate underground utilities including electric, water and sewer lines, and mark lines with paint or other markings.
      • Monitor NC 811 notifications and respond in a timely manner.
      • Prioritizes requests based on anticipated construction schedules.
      • Schedule route for efficient and effective use of time.
      • Assists with updating town utility maps and data base; identifies location of water valves, hydrants, manholes, storm drains, and other infrastructure appurtenances; checks location against current maps and identifies necessary corrections; notifies GIS staff of inconsistencies so that maps and records are updated.
      • Coordinates with contractors to minimize the number of locations needed, eliminate duplications and unnecessary locations, and ensure timely and accurate locations; creates effective working relationships with contractors and the Town to enhance coordination and reduce damage to utilities.
      • Establishes and maintains records to document locations and identify accountability for any damage that occurs.
      • Utilizes GIS software, GPS receiver, digital camera, inductive and conductive locators, metal detectors, and ground penetrating radar equipment and hand tools.
      • Perform any other duties that may be asked such as storm response or assisting other departments with traffic control.
      A normal schedule is associated with this position which involves working 40 hours per week within a Monday-Friday timeframe (specific times set by supervisor). Individual in this position is subject to call back work on nights, weekends and holidays as required.
      KNOWLEDGE, SKILLS, AND ABILITIES / COMPETENCIES:
      Individual in this position should possess considerable knowledge of utility construction and maintenance policies, practices, engineering standards, and customer service policies; working knowledge of NC 811 rules, regulations, and current computer-based ticket system; working knowledge of utility construction principles, methods, materials, and procedures; working knowledge of town street locations and town geography. Individual should possess the ability to use computer GIS mapping software and hardware; the ability to apply legal processes involved in encroachments, land acquisitions, utility issues, and other public work issues.

      MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
      High school diploma is required. Experience in construction and familiarity with underground utilities required.

      Valid North Carolina Driver’s license is required.

      When a salary range is posted, the actual salary will be based on relevant competencies, knowledge, skills & abilities, internal equity and budgetary considerations pertinent to the advertised position.
